Gerakan Literasi sekolah (GLS) yang sedang dijalankan oleh pemerintah dilakukan dengan tujuan untuk meningkatkan minat baca dan membiasakan siswa untuk membaca buku walau hanya selembar. Hanya saja tidak semua sekolah mampu menjalankan GLS dengan baik, sehingga perlu adanya evaluasi terhdap pelaksanaan GLS. Adapun tujuan dari penelitian yakni untuk mengetahui mengetahui proses pengembangan dan faktor pendukung dan penghambat literasi membaca. Penelitian merupakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Subjek yang terlibat dalam penelitian ini yakni guru dan siswa kelas V SD. Pengumpulan data dalam penelitian dilakukan dengan metode wawancara, observasi, dan dokumentasi. Data yang diperoleh pada penelitian ini kemudian dianalisis dengan menggunakan analisis deskriptif kualitatif dan difokuskan dengan menggunakan model Miles & Huberman yang terdiri dari tahap reduksi data, penyajian, dan penarikan kesimpulan. Hasil analisis penelitian menunjukkan bahwa kegiatan literasi dilaksanakan dengan mengajak siswa membaca cerita, membuat karya tulis, menganalisis isi teks, menggambarkan inferensi analitis atas teks, mengkritik teks dan menampilkan secara kreatif. Dimana semua kegiatan tersebut telah mampu diikuti dengan baik oleh siswa walaupun terdapat beberapa kendala di dalamnya.

The new autonomous regions have been seen as a burden because many have not developed into areas that can build inclusive societies. The upstream area of the Mahakam River in 2013 bring forth a new autonomous region called the Mahakam Ulu Districts, and the study aims to describe development planning in the region. This research adopts a descriptive qualitative approach using secondary data. The research results show that the newly autonomous region of Mahakam Ulu Districts is a breath of fresh air for the people of the ideals of equitable development in their regions. Development planning has also upheld the SDGs’ goals; this can be seen from the programs that have been carried out, aiming to bring the Mahakam Ulu District prosperity and justice. The transformation of the values contained in the pillars of the SDGs has also felt to be present in the annual priority programs that have been carried out by Mahakam Ulu Districts, including in terms of social development, environmental development, economic development, and legal and governance development which continue to be pursued by all parties upstream of the Mahakam River, Mahakam Ulu Districts.

Community-Based Education is education that focuses on community empowerment. Community-Based Education starts from the perspective of critical education who wants to oppose the hegemony of the government in education through the democratization of education. This research examines the concept of community-based education in Indonesia through library research. This study is library research, analysis through critical and in-depth study of the relevant literature data, either in form of reference books, results of previous studies, articles, notes and journals. Library data is positioned as source of ideas that can generate other ideas. This research shows that community-based education in Indonesia can be carried out through various forms developed in the functionalist paradigm. The community has right to organize CBE in formal and non-formal education in accordance with the uniqueness of religion, social environment and culture for benefit of society. There are several obstacles for implementing CBE in the Indonesian education system, including: a. the level of community dependence on government is still high, b. weak community economy, and c. the domination of school-based education. There are several supports, including: a. among the Muslim community, there are many who have succeeded in organizing education independently, b. Indonesian people, who are generally Muslim, believe that everyone who has knowledge is obliged to teach others, and c. the spirit of mutual cooperation.
