The objective of the article is to analyze the method of calculating the efficiency of high-tech clusters and alternative models of their development. Method. The methodological basis of the study is a series of general and specific cognition methods. In the research process, the following were used: the formal-logical method, the system and the structural, comparative-legal, logical-legal and other scientific research methods. Results of the investigation. Four groups of efficiency indicators of the organizational and economic regulation mechanism of the administrative activity of a business cluster are defined. The difference between traditional industrial clusters and innovation clusters is considered. Examples of successful cluster operation in some countries around the world are studied. Practical meaning. It is emphasized that the efficiency of the cluster, and therefore its development, is significantly influenced by the availability of scientific potential and activity of research institutes, as well as access to non-reimbursable funds (institutions, agencies) and the operation of technology parks. Value / originality. It is observed that due to globalization, the role of clusters in competition is increasingly important. In this context, the forms of cluster development in Ukraine were proposed, as well as examples of successful clusters in Ukraine were considered.

The professionalism of a higher school teacher and the quality of their work largely determine the quality of training of future graduates who are ready for professional advancement in the context of the development of new high-tech technologies and the increasing demands of partners in the real sector of the economy. In this regard, the research aims to find ways and mechanisms to improve the professionalism of the teacher, their training, and retraining in contemporary educational practice. The article presents the research results obtained at the Department of Pedagogy and Psychology of Penza State Technical University (Penz STU) on the concerned problems. The novelty of the research lies in the effective ideas, approaches, and principles of constructive problem-solving in educational practice proposed based on the analysis of normative, historical, pedagogical, and scientific literature of foreign (Germany, Great Britain, and the USA) and domestic practices. It is shown that the studied and characterized models of improving the professionalism and training of academic staff in higher education, identified leading principles underlying the implementation of these models, and the relationships among the goals, results, and conditions of training and retraining of academic staff in the realities of today can be in demand and successfully implemented. As promising areas for improving the professionalism of a higher school teacher to effectively address issues of high-quality training of graduates, the authors offer to provide pedagogical support as the most productive technology to support a novice teacher during their professional adjustment, conducting monitoring of the effectiveness of teachers’ activities to improve the quality of their professionalism, and encouraging effective and efficient work, as well as providing social partnership and integration of all types of educational resources.

The article notes that each culture has its own «normative» model of the family, characterized by its defining parameters. These parameters reflect different indicators – descriptors – as attributes that determine the corresponding value and behavior in society. The types of family relationships identified by humanitarian science are revealed. It is proved that in a retrospective of the historical development of mankind, the relationships not only of the family and society, but also of the family and the individual changed, which depended on many factors. The article analyzes the negative trends of marriage and family relations, it is noted that along with the form of actual (civil) marriage, there is a tendency to the appearance of a large number of other forms of marriage unions: guest, concubinate, open marriage, business marriage, fictitious, creative union, polygyny, group marriage, same-sex cohabitation, virtual marriage (web-marriage), etc. This trend leads to a change in the content of the phenomenon of marriage, the adoption of actual marriage as a social norm. It is noted that today the semantic attitudes of a person are deformed and the concepts of the purpose and values of life are distorted, there is a noticeable turn of mass consciousness from the collectivist values of the family to the individual values of the person, which to a certain extent disorganizes both family life and social relations. It is noted that according to the results of the study, the authors of this article developed an educational module "Modern Family" for students of a different professional fields.
