В статье приведены результаты исследования межэтнических отношений в одном из слаборазвитых регионов Центрального федерального округа – Костромской области. При анализе материала были задействованы такие источники как местная и федеральная статистика, результаты пяти массовых опросов в г. Костроме и его предместьях, публикации СМИ, отчеты администрации области, прокуратуры и МВД и др. Совокупный анализ этих данных позволил увидеть комплексную картину изменений межэтнических отношений в указанном регионе c 2014 по 2019 гг. В ходе исследования была обнаружена медленная позитивная динамика межэтнических отношений и ее зависимость от уровня благосостояния граждан. По мнению авторов, для укрепления межэтнического согласия и роста солидарности между народами необходимы более решительные действия со стороны местных властей. В первую очередь важно повышать образовательный уровень населения, распространять знания о культурах народов и ценности каждого этноса, организовывать просветительские курсы, которые бы носили систематический, регулярный характер. Для улучшения сложившейся ситуации необходимо совершенствовать методику проведения и менять подход к мероприятиям в сфере межэтнических отношений. Также в ходе исследования была выявлена определенная негативная роль СМИ, которые используют этнические маркеры в негативном ключе, оскорбляя чувства этнического меньшинства и формируя заведомо непривлекательный портрет приезжего мигранта, что неприемлемо c точки зрения политической культуры. Журналистам области необходимо сформировать этический кодекс освещения проблем взаимоотношений местного населения и мигрантов. The article presents the results of a study of interethnic relations in one of the underdeveloped regions of the Central Federal District – the Kostroma region. Local and federal statistics, the results of five mass polls in the city of Kostroma and its suburbs, media publications, reports of the regional administration, the prosecutor's office and the Ministry of Internal Affairs were involved in the study. The composite analysis of these data reveals a comprehensive picture of changes in interethnic relations in the specified region from 2014 to 2019. The study revealed a slow positive dynamics of interethnic relations and its dependence on the level of well-being of citizens. According to the authors, more decisive action on the part of local authorities is necessary to strengthen interethnic harmony and increase solidarity between different ethnic groups. First of all, it is important to raise the educational level of the population, to disseminate knowledge about the cultures and values of each ethnic group, to organize educational courses that would be systematic and regular. To improve the current situation, it is necessary to develop the methodology and change the approach to activities in the field of interethnic relations. The study also revealed a certain negative role of the media, which use ethnic markers in a negative way, hurting the feelings of ethnic minorities and deliberately forming an unattractive portrait of a visiting migrant, which is unacceptable from the point of view of political culture. The journalists of the region are recommended to formulate an ethical code of coverage of relations between the local population and migrants.

В статье представлены результаты всестороннего анализа одного из слаборазвитых регионов Центральной России – Костромской области в 2021 г. Итоги исследования отражают действительное социально-экономическое положение населения, демографическую ситуацию и межэтническое взаимодействие фактически во всем Центральном федеральном округе. В статье представлен и проанализирован портрет мигранта, то, каким видит его местное население, а также сформулированы основные пожелания к представителям других этносов и конфессий. Авторы статьи предприняли попытку разобраться в причинах настороженного отношения, а также раскрыть основные мигрантские фобии и предубеждения, которые возникли у местных жителей под действием различных факторов. Был проведен сравнительный анализ с предыдущими опросами, которые были осуществлены в рассматриваемом регионе, начиная с 2014 г. Итогами проекта стали рекомендации для местных и федеральных властей в сфере межэтнического взаимодействия, а также успешной адаптации не только мигрантов, но и местных жителей к новым меняющимся реалиям. in English: The article presents the results of a comprehensive socio-anthropological study carried out in 2021 in the Kostroma region – one of the underdeveloped regions of Central Russia. The study results accurately reflect the socio-economic and demographic situation of the Kostroma people and interethnic communication in small towns and settlements with a predominately Russian population. The Kostroma case, according to the authors, is typical for the entire Central Federal District. The article portrays a migrant as seen by local residents and voices the requests of the Russians to the migrants from different ethnic and religious groups, which were expressed in the surveys. The authors explored the reasons for the wariness of the local population towards new residents and sought to determine what supports their positive perception of each other and what provokes anti-migrant phobias and prejudices. The comparative analysis of new data compared with the previous surveys in the region since 2014 provided insight into the dynamics of the ongoing processes. The final section of the article suggests recommendations for local and federal authorities aimed at more successful adaptation not only of migrants but also of local residents to the new changing realities.
