Minimizing Patient Transport Times during Mass Population Evacuations

Abstract: Emergency evacuation in a health care environment has focused on methods for evacuating a facility, resources for transferring patients, and sufficient capacity at sheltering facilities. What has been overlooked is the interaction between health care facility evacuation and any communitywide evacuation that would result in significant roadway congestion. This paper focuses on how to route hospital vehicles during a hurricane evacuation. To provide an analytical comparison of evacuation time, delay, and routes … Show more

“…There are numerous barriers that prevent Hospital Emergency Coordinators (HECs) from being able to effectively plan for and execute hospital evacuations. A review of the literature of the last 30 years shows that the evacuation literature breaks down into 6 broad categories: General case reports; Specialized case reports; Review articles that summarize an aspect of hospital evacuation such as why hospitals evacuate; Simulated drills; Simulation models; and Broad guidelines …”

“…14 Tayfur and Taaffe and Duanmu et al have developed simulation models that determine the impact that traffic and timing have on the time required to evacuate a hospital. 15,16 Golmohammadi and Shimsak's model estimates evacuation times by considering three patient categories (walking wounded, less critical, and critical) and how preparation time, transportation time, and staff resource requirements vary for each patient category. 17 Childers and colleagues proposed a 2-phased modeling approach for prioritizing patients for evacuation.…”

“…The simulation model is explored in great detail in Duanmu et al (2010). However, an introduction to the basic simulation results is shown here.…”
