Madura has widely potential farming business of sugarcane and has enough raw material to build a mini sugar mill. Sugarcane is cultivated in Madura, particularly in four regencies, namely Bangkalan, Sampang, Pamekasan and Sumenep. To decide the location of mini sugar mill in one of the regencies requires decision support system (DSS). This study aimed to determine the priority of mini sugar mill location in Madura. This research used primary and secondary data. The primary data were collected using questionnaires. Then, the results of evaluation from the experts, on the items of questions, were analyzed with analytical hierarchy process (AHP). This was accomplished using Expert Choice 2000 software. Analysis of the selection of mini sugar mill location considered six criteria, namely the land suitability level, existing infrastructure, the potential of raw materials, the availability of labor, social capital and institutions. The selected criteria were further classified into sub-criteria to clarify the definitions of operational criteria and facilitate assessment for respondents. The results show that social capital had the greatest influence on decision making, followed by the land suitability level and the potential of raw materials. The finding in this research is that the mini sugar mill location is given priority in Bangkalan Regency, Madura. The conclusion of this research is that AHP analysis can be used as a method to take accurate decision in determining the location of sugarcane factory in certain area of sugarcane farming business development.

Role of Farmer Groups and Field Agricultural Extension Officer in the Development of Organic Rice Agricultural Institutions in Boyolali Regency, Indonesia

This research is a study that aims to analyze the role of farmer groups and field agricultural extension officer in the development of organic rice farming institutions. This study was carried out mostly in two farmer groups, namely: Pangudi Boga and Pangudi Raharjo in Dlingo Village, Mojosongo District, Boyolali Regency, Central Java Province, Indonesia with a total sample of 216 organic certified national rice farmers and an internal control system chosen from 521 population with a purposive sampling method. To see the influence of the role of farmer groups and field agricultural extension officer on the production cost efficiency of organic rice farming, a stochastic frontier approach with cross section data is used, and then the data is estimated using Maximum Likelihood Estimation. The results of this study are variable of the role of farmer groups and field agricultural extension officer is the dominant variables that influence the inefficiency of production cost with a coefficient value of-0.5497. In terms of agricultural institutions, in this case the role of farmer groups and field agricultural extension officers can be seen that all respondent farmers (100%) are members of farmer groups and have become members of agricultural associations as much as 96.30%. Agricultural association institutions that are mostly followed by farmers are farmer groups, namely 91.10%. Field agricultural extension officer is also very important, proven that 95.40% are chosen and trusted by farmers as facilitators who assist farmer groups in improving their organic rice farming in the form of agricultural institutional development.

Agribusiness institutions have a strategic role in the development and management of superior commodities in Indonesia. The existence of agribusiness institutions is expected to strengthen the bargaining position of agribusiness actors and increase commodity competitiveness. This reason makes most groups of agribusiness actors to form institutions in order to maintain the sustainability of the businesses. However, several established agribusiness institutions have not been able to overcome the problems faced, such as; high economic disparity between farmers and other related economic actors, weak market access, and low production continuity so that the existence of agribusiness institutions still cannot give an impact on improving the economic status of the society and reducing poverty. The urgency of this study is to develop seaweed agribusiness institutions in Southeast Sulawesi that are able to improve institutional performance and have an impact on added value, wider market, and product selling prices. This study used a balance scorecard method to improve the institutional performance of seaweed agribusiness by which it has not been maximally implemented in overcoming the problems faced. The problems in questions are in the context of developing and managing seaweed agribusiness. Based on the performance recapitulation results of learning and growth perspectives on seaweed agribusiness institutions in Lea-Lea District of Baubau City, it shows that the level of productivity and the level of job satisfaction have sufficient score so that this indicator has a score of 3 (good). The results indicate that, in general, the performance of learning and growth perspectives on seaweed agribusiness institutions in Lea-Lea District of Baubau City is still sufficient or not in the category of excellent.
