The renovation program is designed to solve a complex of problems of the city, the priority of which is a comfortable ratio of building density and developed infrastructure. The draft regional standards for urban planning has been developed for a pragmatic and at the same time comfortable layout of buildings (urban blocks) with an infrastructural core. Nevertheless, such an approach contains a number of administrative risks that can be minimized by carrying out proper planning and execution within a scheduled time frame. To improve planning accuracy, it is possible to use a system-organized block diagram consisting of integrated resettlement units. To select the optimal relocation option, it is important to carry out a multivariate analysis.

Reinforced concrete structures play an increasing important role in civil and industrial construction, along with the technology of new concrete materials and their calculation theories. In order to improve the crack resistance of three-layer reinforced concrete (3L-RC) beams with the middle layer of lightweight concrete (LWC) material, the method of using polymer bars in place of steel bars is applied. In this study, the behavior of 3L-RC beams with steel bars and glass fiber reinforced polymer (GFRP) bars is simulated and analyzed by ANSYS software (base on the finite element analysis). The simulation of reinforced concrete (RC) beam work on computer software is a modern method, which allows to input many mechanical, physical properties of materials and geometric parameters of 3L-RC beams. The results of the samples beam analysis showed that the cracking resistance of 3L-RC beams with GFRP bars have been enhanced more than twice compared to 3L-RC beams with steel bars. Numerical modeling allows comparison between the obtained results and building theoretical dependences in a wide range of specified parameters in sectional construction of multilayer reinforced concrete elements. This would limit the number of actual test samples, increase the efficiency of experiments.

For the selection of the rational physical, mechanical and geometric parameters of three-layer reinforced concrete structures with monolithic bonding layers, it is necessary to have numerous data on the stress field and patterns of their deformation upon loading, changes in the energy parameters of the strength of concrete and the thickness of the layers. The important condition for the analysis of the stress-strain state by computer simulation is verification with experimental studies. This research is a confirmation of the reliability of the partitioning of the model into finite elements, the choice of their size and configuration. Modeling of three-layered enclosing structures with overall dimensions of attic overlappings allows obtaining strains and deformations in the outer and middle layers at different levels of loads and performing their comparison with limiting values. Due to the high rigidity of the three-layered enclosing structures with a monolithic bond of the layers and the use of structural concrete in the outer layers, the strength of which is more than 10 times higher than that of the middle layer, there are no cracks in the operating loads. In order to recommend considering the stress-strain state, there are more dimensional three-layer coating plates with monolithically bonded layers with different geometric and strength parameters, with different degrees of reinforcement and levels.
