Modern apprenticeships in Scotland

Abstract: The paper provides an analysis of the take-up of modern apprenticeships in Scotland for the period 1999-2001. The methodology includes secondary data sources and a case study. The findings indicate that, although the numbers participating in the MA scheme have increased, there remain major concerns both with completion rates and the quality of the programme. The authors also question the relevance of using pedagogically driven theoretical models to understand the complex and dynamic nature of work‐based employ… Show more

“…N/SVQs form a very significant part of youth training, since they form the basis for what are known as modern apprenticeships; these are training posts offered by companies, colleges and groups of employers that enable workers to acquire comprehensive vocational training, usually at level 3, within around 2 to 3 years (Canning and Lang 2004). In 2006-2007, more than 60,000 NVQs were awarded in England and just under 30,000 SVQs in Scotland (SQA 2007).…”

“…Inextricably linked to these contrasting trajectories, three distinct systems of initial skill creation were identified within the intermediate occupational category: the apprenticeship, "professionalising" and enterprise systems. Albeit significantly transformed over the years, apprenticeships, now repackaged as Modern Apprenticeships, are still the main medium of skill creation for the skilled trades occupations in the UK (see, for example, Canning and Laing, 2004;Gospel, 1997;Steedman, 2001). Modern apprenticeships, operating within craft/occupational labour markets, was therefore the first discernable system of skill creation.…”

“…Two major reports have been produced investigating the MA programme from a specifically Scottish perspective: Canning & Lang (2003) and SQW Economic Consultants (2001). The former study was ESRC funded with various aims; to compile a dataset of MAs in Scotland, analyse take-up patterns, undertake an exploratory case study of MAs in non-traditional industries in the Tayside region and explore emergent theoretical perspectives on the pedagogy in apprenticeship.…”
