Multimedia Congestion Control: Circuit Breakers for Unicast RTP Sessions

Abstract: The Real-time Transport Protocol (RTP) is widely used in telephony, video conferencing, and telepresence applications. Such applications are often run on best-effort UDP/IP networks.
