Today, in modern society, great attention is paid to children’s or pupils’ rights, so the questions of whether one should go to extremes, and what occurs to pupils’ obligations and duties rightly arise. Therefore, the aim of this research is to examine the assessments of pupils and teachers on the representation of pupils’ rights and obligations in primary school. The study is based on non-experimental research, and the techniques of survey and scaling were used. The research sample consists of two parts. The first part consists of 700 pupils of the sixth, seventh, eighth and ninth grade of primary school, while the second part of the sample consists of 101 primary school course teachers. The obtained research findings show that there are differences in the assessments of pupils and teachers on the representation of pupils’ rights and obligations in primary school. Differences were registered in pupils’ assessments in relation to gender, level of achievement in school, age and educational level of fathers, while the difference did not prove significant in relation to the variable educational level of mothers. The registered differences in teachers’ assessments of pupils’ rights and obligations were shown with regard to the teacher’s work experience and the teaching area. The obtained data can be useful for the development of theoretical and conceptual settings in this area, and their practical implications, i.e. recommendations and guidelines for the actors of the educational institution in implementing pupils’ rights and obligations, are even more important.

In the paper, we take the neoliberal approach to education as our starting point and proceed to look at how the test-based approach to assessment affects the shaping of global education policy and practice. The focus of the paper is on the latest global neoliberal trend to come from the OECD network of standardized testing - the IELS study, often referred to as Baby PISA. In view of the fact that the launching of this study has met with a range of reactions by early education experts, we provide an overview of the history of this study, its implementation, and the key critiques of Baby PISA testing. Finally, we examine the question of what neoliberalism has achieved with the standardization of education, and propose a discussion about alternative approaches to education, as well as to assessment. The approaches we highlight are based on an understanding of the complexity of the world we live in, in which we must find a way to live together and participate with purpose. We conclude that education does not need uniformity, but rather diversity, whose educational value lies in the "ethics of meetings".

The paper demonstrates and analyses the process of neoliberalising elementary and high school education in Serbia, focused on the period from 2012 and the beginning of Serbian Progressive Party government to today. Before the empirical analysis itself, a theoretical contribution to the debate surrounding the elusiveness of the concept of neoliberalism is given. The paper recommends that the different conceptualizations of this term should be described as aspects of a broader process of class rule through disempowerment. Following Harvey?s approach, this meta-process is defined as neoliberalization. Harvey?s elements of neoliberalization (privatization and commodification; financialization; the management and manipulation of crises; state redistribution) are thus expanded by three further elements: the neoliberal intellectual project, ideology and the cultural regime. In based on this theoretical framework neoliberal changes in education and relationships between them are analyzed. Ways in which these changes contribute towards the restoration of class power is shown.
