Throughout its existence, the Ukrainian state has always suffered from political, economic and military harassment by neighboring states from ancient times to the present day. Whether its geographical location, which determines the center of Europe, or ineffective leadership, has always forced Ukraine to uphold its legitimate interests, territorial integrity and independence. Under such conditions, the Armed Forces of Ukraine (the Armed Forces) are the key to protecting the territorial integrity and inviolability of Ukraine entrusted to them by the Constitution of the state. Ukraine has a relative backwardness in the economic defense capabilities, which needs to be addressed by raising the indicators of macroeconomic development, innovation and economic potential, social health of the population of the state, and the support of the Armed Forces of Ukraine, by the state. The estimation of the defense capability of the states of Ukraine, Poland, Russia and Turkey is made on the basis of the developed methodological approach to the overall representation of the health of the economies of the states and their defense capabilities using the method of constructing petal diagrams with the definition of their effective areas, which became indicators of economic status and defense capability. The results of the assessment of the developed and applied indices of defense capabilities of the states of Ukraine, Poland, Russia and Turkey indicate some deviations of the ratings of the states according to the MCI military potential index in comparison with the GFI global fire strength indexes and the Credit Suisse (СS) institute for the states Ukraine and Poland. According to GFI, the global fire strength index is inferior to Poland, and the MCI military capability index is the opposite. This suggests that these states have almost one level of defense, if not take into account that Poland is a member of NATO. As to the economic status of the defense capability of Turkey and Russia, Russia is ahead of and has a second world level after the United States. But they also have significant economic problems that, in the long run, give Ukraine, with proper planning of defense capabilities and the availability of significant intellectual capital, to reach their level and to ensure the inviolability of the borders from possible encroachment.

In the process of self-assessment and accreditation examination, assessment is carried out according to a scale that covers four levels of compliance with the quality criteria of the educational program and educational activities. Assessing the quality of education is complicated by the fact that the value of quality criteria is due to a large number of factors, possibly with an unknown nature of influence, as well as the fact that when conducting pedagogical measurements it is necessary to work with non-numerical information. To solve these problems, the authors proposed a method for assessing the quality of educational programs and educational activities based on the adaptive neuro-fuzzy input system (ANFIS), implemented in the package Fuzzy Logic Toolbox system MATLAB and artificial neural network direct propagation with one output and multiple inputs. As input variables of the system ANFIS used criteria for evaluating the educational program. The initial variable of the system formed a total indicator of the quality of the curriculum and educational activities according to a certain criterion or group of criteria. The article considers a neural network that can provide a forecast for assessing the quality of educational programs and educational activities by experts. The training of the artificial neural network was carried out based on survey data of students and graduates of higher education institutions. Before the accreditation examination, students were offered questionnaires with a proposal to assess the quality of the educational program and educational activities of the specialty on an assessment scale covering four levels. Student assessments were used to form the vector of artificial neural network inputs. It was assumed that if the assessments of students and graduates are sorted by increasing the rating based on determining the average grade point average, the artificial neural network, which was taught based on this organized data set, can provide effective forecasts of accreditation examinations. As a result of comparing the initial data of the neural network with the estimates of experts, it was found that the neural network does make predictions quite close to reality.

Determining the indicators of the digital development of the country's economy is one of the priority steps not only of the state, but also of commercial structures and the population. Researchers do not have time to monitor the variability of the digital economy, which is connected with the dynamics of its development.The purpose of the article was to determine the current state of Ukraine's digital economy and clarify the prospects for its development.Ukraine's digital economy is characterized by average indicators of technology use by citizens, businesses and the state. Insufficient state regulation, lack of a full-fledged legislative basis hinders the effective impact of digital technologies on the economy and society. A low index of inclusiveness of technologies indicates a low possibility of electronic participation of the population in political, social, economic processes, as well as gender gaps.There is no widespread adoption of high-speed Internet. 53 % of the population lacks digital skills. GDP of the IT sector reached 5.8 billion dollars (corresponding to 4.5 % of Ukraine's GDP). The sector is export oriented. Stable dynamics of the telecommunications and digital services sector are observed. The Ukrainian cloud technology market is growing. The analysis of the network readiness of Ukraine placed it in the middle of the ranking of countries of the European Union. The size of the e-commerce market in Ukraine in 2019 amounted to 0.5 billion dollars, and already in 2021 it has grown significantly and amounted to 3.82 billion dollars.The analysis showed that in 2021-2023, due to negative circumstances -the spread of 2019-CoVID-2019, military actions -the country acquired rapid growth rates of the digital economy and continues to develop.In the near term, digitalization will become the basic foundation, including for the economy, on the basis of which new segments of social life and new sectors of the economy, new and additional jobs, and an updated employment structure will be created.A number of measures are proposed regarding the prospects for the development of the digital economy.Keywords: evaluation of the digital economy, prospects for the development of the digital economy, digital economy, digitalization Постановка проблеми.
