Linkages between research outputs are crucial in the scholarly knowledge graph. They include online citations, but also links between versions that differ according to various dimensions and links to resources that were used to arrive at research results. In current scholarly communication systems this information is only made available post factum and is obtained via elaborate batch processing. In this paper we report on work aimed at making linkages available in real-time, in which an alternative, decentralised scholarly communication network is considered that consists of interacting data nodes that host artifacts and service nodes that add value to artifacts. The first result of this work, the "Event Notifications in Value-Adding Networks" specification, details interoperability requirements for the exchange of real-time life-cycle information pertaining to artifacts using Linked Data Notifications. In an experiment, we applied our specification to one particular use-case: distributing Scholix data-literature links to a network of Belgian institutional repositories by a national service node. The results of our experiment confirm the potential of our approach and provide a framework to create a network of interacting nodes implementing the core scholarly functions (registration, certification, awareness and archiving) in a decentralized and decoupled way.

Open access (OA) has become a critical issue in science policy and affects a wide range of activities in universities and research labs. Research-performing organizations (RPOs), defined as publicly funded universities and research institutions, face significant challenges in shaping the OA transformation. This article examines the spheres of activity available to RPOs for shaping the OA transformation, using a categorization of 22 spheres of activity related to OA. These spheres of activity include strategy and communication, services and infrastructures, business relationships with publishers, and collaborations. Current challenges and future action areas in promoting OA are also described, providing support for RPOs in handling OA and highlighting key issues. The categorization can serve as a tool for systematically assessing OA activities at RPOs and shows that OA is a cross-cutting issue in these organizations. Collaboration on OA activities, both within and beyond organizations, presents a challenge. To effectively promote OA, it is crucial to strengthen the interaction between funding agencies and RPOs. Libraries are critical stakeholders, playing a vital role in advancing OA at the local, national, and international levels in partnership with RPO management and other partners in faculty, administration, and information technology.

PurposeThis study demonstrates that aggregated data from the Repository Analytics and Metrics Portal (RAMP) have significant potential to analyze visibility and use of institutional repositories (IR) as well as potential factors affecting their use, including repository size, platform, content, device and global location. The RAMP dataset is unique and public.Design/methodology/approachThe webometrics methodology was followed to aggregate and analyze use and performance data from 35 institutional repositories in seven countries that were registered with the RAMP for a five-month period in 2019. The RAMP aggregates Google Search Console (GSC) data to show IR items that surfaced in search results from all Google properties.FindingsThe analyses demonstrate large performance variances across IR as well as low overall use. The findings also show that device use affects search behavior, that different content types such as electronic thesis and dissertation (ETD) may affect use and that searches originating in the Global South show much higher use of mobile devices than in the Global North.Research limitations/implicationsThe RAMP relies on GSC as its sole data source, resulting in somewhat conservative overall numbers. However, the data are also expected to be as robot free as can be hoped.Originality/valueThis may be the first analysis of aggregate use and performance data derived from a global set of IR, using an openly published dataset.
