There is growing concerns about food quality and food safety standards along the agricultural value chain in recent years. This study seeks to analyse the effect of changes in food policy regulations, particularly sanitary and phytosanitary measures on Cameroon's cocoa exports and to explore the compliance strategy to sanitary and phytosanitary measures adopted by institutional actors in the cocoa sub-sector. To achieve this, the study used a mixed methodological approach, consisting of both qualitative and quantitative approaches using business surveys and gravity-based models respectively. Key informant interviews were conducted with major institutional actors in the cocoa sub-sector and the data were analysed using the thematic content analysis. The study used panel data on Cameroon's cocoa trade with 10 major importing countries between 2001 and 2017 using the gravity model. The results indicate that institutional actors had adopted both reactive and proactive compliance strategies to sanitary and phytosanitary measures in importing markets. Also, the result suggests that cocoa export from Cameroon is not significantly influenced by sanitary and phytosanitary measures in major importing markets. Other factors such as gross domestic product, common language, and population were significant in influencing trade flows. The results also point to the limited supply-side capacity of the export commodity. These findings necessitate the need to strengthen Cameroon's standards-setting institutions and the regulatory framework to improve Cameroon's capacity to comply with sanitary and phytosanitary measures and to improve the export quality. Also, it is important to implement policies to address supply-side constraints and low productive capacity in the cocoa sub-sector.

Sustainable Production, Non-Tariff Measures, and Trade Performance in RCEP Countries

The main objective of this paper is to reinvestigate the impacts of non-tariff measures (NTMs) on bilateral exports among Regional Comprehensive Economic Partnership (RCEP) countries. The study adds to the literature in two areas. First, we calculate coverage ratios for NTMs related to specific sustainable development goals (SDGs) imposed on bilateral trade between RCEP member countries. Second, to avoid aggregation bias, the analysis covers four major sectors, namely agrifood, health, logistics, and other manufacturing. The results of a Poisson pseudo maximum likelihood (PPML) regression in a gravity model, using average import data from 2016 to 2018 at the Harmonized Commodity Description and Coding Systems (HS) two-digit level (97 subsectors), show that the effects of SDG-related NTMs vary by sector. NTMs related to SDG 3 (good health and well-being) distort trade in health but enhance trade in logistics. NTMs related to SDG 12 (responsible consumption and production) have a negative impact on logistics but a positive impact on other manufacturing exports. The findings provide new perspectives on the varying impacts of SDG-related NTMs on trade. Interestingly, the study finds that NTMs addressing SDGs 3 and 12 have positive trade impacts. Policymakers should, however, regulate NTM implementation, to minimize negative impacts and ensure that domestic firms comply to promote sustainable production.

Palm oil and its derivatives are one of Indonesia's prominent export commodities on the global market. India is one of the main biggest export destinations of Indonesia's CPO, thus every trade policy taken by India regarding CPO is important to Indonesia's trade balance. This study has found that tariff imposed by India on Indonesia's CPO has an elastic relationship compared to the CPO price. Moreover, this study found that changes in tariff are likely to significantly affect Indonesia's CPO export to India, compared to CPO price. Increase in price does not affect Indonesia's CPO export to India since it has inelastic relationship; as such the percentage of change in quantity does not exceed the change of price percentage.
