The Brazilian National System of Conservation Units (SNUC) has a wide spectrum of conservationist strategies, so that often the choice of a protected area typology is not adequate to the proposed conservation objectives. The recategorization of a Conservation Unit (CU) is a legal and widely used procedure to resolve conflicts of interest that exist even before the SNUC implementation. This research carried out a Systematic Literature Review (SLR) with the objective of identifying the methods applied in recategorizations and factors that led to the occurrence of this phenomenon in Brazilian CUs. Three bibliographic databases (Research gate, PubMed and Repositório UFSC) were searched, in addition to Google Scholar, obtaining total number of 1,068 articles. The results indicate increase in the number of publications on the theme in the last three years, and that there are twenty methods used in CU recategorization processes in Brazil. A variation of instruments used for recategorization was also identified, and it was found that in most cases, more than one instrument is used, with the implementation of a decree or law being the most used. Several factors are also responsible for recategorization, being territorial conflicts and their overlapping on traditional communities the most relevant.

Biases and limitations of Global Forest Change and author-generated land cover maps in detecting deforestation in the Amazon

Studying land use change in protected areas (PAs) located in tropical forests is a major conservation priority due to high conservation value (e.g., species richness and carbon storage) here, coupled with generally high deforestation rates. Land use change researchers use a variety of land cover products to track deforestation trends, including maps they produce themselves and readily available products, such as the Global Forest Change (GFC) dataset. However, all land cover maps should be critically assessed for limitations and biases to accurately communicate and interpret results. In this study, we assess deforestation in PA complexes located in agricultural frontiers in the Amazon Basin. We studied three specific sites: Amboró and Carrasco National Parks in Bolivia, Jamanxim National Forest in Brazil, and Tambopata National Reserve and Bahuaja-Sonene National Park in Peru. Within and in 20km buffer areas around each complex, we generated land cover maps using composites of Landsat imagery and supervised classification, and compared deforestation trends to data from the GFC dataset. We then performed a dissimilarity analysis to explore the discrepancies between the two remote sensing products. Both the GFC and our supervised classification showed that deforestation rates were higher in the 20km buffer than inside the PAs and that Jamanxim National Forest had the highest deforestation rate of the PAs we studied. However, GFC maps showed consistently higher rates of deforestation than our maps. Through a dissimilarity analysis, we found that many of the inconsistencies between these datasets arise from different treatment of mixed pixels or different parameters in map creation (for example, GFC does not detect reforestation after 2012). We found that our maps underestimated deforestation while GFC overestimated deforestation, and that true deforestation rates likely fall between our two estimates. We encourage users to consider limitations and biases when using or interpreting our maps, which we make publicly available, and GFC’s maps.

As áreas protegidas foram criadas para a proteção e conservação da fauna e flora. Analisar suas dinâmicas socioambientais é essencial para a manutenção dos ecossistemas. O objetivo deste artigo é simular trajetórias de desmatamento na Floresta Nacional do Jamanxim a partir de modelos matemáticos, e propor cenários futuros até o ano de 2030, com base na análise de uso e cobertura da terra. Para tanto, realizou-se o processamento das imagens de satélite para análise das mudanças de uso e cobertura da terra, ao qual aplicou-se o método de classificação supervisionada, através do algoritmo de Máxima Verossimilhança; e processamento das variáveis independentes. Na modelagem espacial através do software DINAMICA EGO, utilizou-se o modelo LUCC. Observou-se que houve redução de área de 112,51 km² (0,87%) de floresta primária, e aumento do desmatamento com área de 393,53 km², equivalente a 3% de área desmatada. Obteve-se um cenário no qual a floresta primária foi convertida para desmatamento (0,28%) com alta probabilidade de transição de floresta primária para mosaico de ocupações e de exploração florestal para mosaico de ocupações ao norte e ao sul da FLONA do Jamanxim. Projeta-se a perda de 198,79 km² (1,52%) de floresta primária, e aumento de desmatamento de 155,20 km² até o ano de 2030. O mapa resultante deste cenário pode apoiar ações de políticas públicas, por meio da análise de impactos e leis, e identificação de áreas prioritárias para ação governamental. Em conjunto com os planos de comando, controle e monitoramento, é possível orientar o desenvolvimento socioambiental, econômico e cultural nesta Unidade de Conservação (UC), para manutenção e conservação da biodiversidade.
