Understanding the phenomenon "education" in the composition of a healthy life increasingly integrates the necessary condition of the formation of the individual. Strategies to enable health promotion actions are reorganized in health services, especially in Primary Health Care. Government, institutions and community groups become crucial to ensure health care. The Brazilian visualization of this context needs to be appropriated from the theoretical to the practical side, and public policies should direct programs, plans and projects accordingly. The-Health Teacher‖ project, in Ilhabela, was implemented during 2017 and was developed by the Salmon team of the Água Branca Basic Health Unit and the José Benedito de Moraes school, following the Political-Pedagogical Project, where (professional interaction) the interaction between Health professionals, educators, students and guardians was combined in educational activities in the school unit as the demands indicated by the School Board and educators. During the activities of Popular Health Education (PHE) a Collective Reflective Portfolio was built with reports and indications of the subjects directly or indirectly involved in the project. Fourteen professionals from the Secretariat of Health and one member of the Municipal Council on Drugs were inserted in 14 activities / themes during the academic period, with three types of target audience: teachers, guardians and students. The experience gained in this work process has fostered the present research project. Objective: To identify PHE processes in search of comprehensive health care assistance, pedagogical options, ideas and innovations, the attributions of health professionals, the intersectoral partnership of Education and Health and the link to the construction of the emancipatory potential of popular knowledge of the health-disease process. Methodology: A qualitative research through an Institutional Analysis was used in individual interview methods with a script of semi-structured, open questions. With a convenience sample of 27 subjects, eighteen from Health and nine from Education, the Discourse Analysis method was used for interview analysis, while Thematic Content Analysis interpreted the representations of the Collective Reflective Portfolio Results: there was a weakness in the conception of public policies in disease prevention and health promotion in the municipality of Ilhabela. Among the causes for this fragility are: (i) lack of interaction between Education and Health folders; (ii) the poor knowledge of the population about their health and its consequent vulnerability; (iii) the few ideas and innovations on health education; (iv) the pseudoaccomplishment of the fulfillment of the professional attributions in knowledge of the health demands of the community and; (v) several obstacles to the execution of educational processes, although there is a beginning of appropriation of the educational issue.
