By adopting the concept of ‘factory assembly followed by onsite installation,’ construction industrialisation (CI) plays an increasingly important role in sustainable urban development. CI can enhance construction quality and efficiency while reducing environmental impacts. To promote the CI, several policy interventions have been developed and implemented in different countries and regions. This study reviews the global CI promoting regulations and policies to provide a comprehensive insight into its interrelationship and development tendency. The research selects 105 publications related to practical CI policy from widely utilised databases (i.e., Web of Science and Scopus). Based on the annual publication trend analysis, geospatial distribution, and citation analysis, seven interrelated critical CI policy formulation themes are identified and examined: regulatory policies, standardised policies, promotional policies, urban design and planning policies, technological policies, managerial and educational policies, and sustainability policies. In addition, internal correlations and mutual influence among these seven classified policies are explored and discussed, which helps scholars enhance their grasp of current CI policy research and guide future research. This review provides the research community and industrial practitioners with a comprehensive understanding of various CI-promoting policies and a roadmap to CI-promoting policy development and evaluation.

Barriers to Offsite Construction Adoption: A Quantitative Study among Housing Associations in England

Housing associations (HAs) play a pivotal role in the delivery of affordable homes and, therefore, offsite construction could be beneficial in alleviating the crisis. Existing literature has focused on the perceptions of the housing sector at large towards offsite construction (OSC), particularly private housebuilders. This research addresses this gap in the literature. This paper explores the perceived barriers of using OSC through a survey of the largest HAs in England [n = 69], and how these compare with the perceptions within the wider housing sector. The evidence from this research indicates cost-related barriers are perceived to be the most significant barriers to OSC use for HAs, followed by the capacity of suppliers and end-user preferences for traditional construction. The perceived barriers of those with experience are aligned with the OSC literature, whilst the responses of those without direct experience suggested heightened concerns towards the key barriers. A conceptualised feedback model is proposed to monitor, capture knowledge and share best practice as HAs commit to accelerating project delivery through strategic partnerships with offsite manufacturing firms, local authorities at a local/regional level, that leverage the high-value, high-impact transformation of the housebuilding sector in tangible terms of efficiency, cost, and material savings.

This study features the development of a framework to identify drivers towards increasing adoption of modular integrated construction (MiC) methods for affordable sustainable housing (ASH). The rise of offsite construction (OSC) techniques, especially MiC, has been evident in recent years. MiC’s adoption in ASH is still underdeveloped; however, due to various benefits of MiC over conventional construction methods, it is envisioned to be a significant emerging approach for tackling growing housing demand, and ASH in particular. Although a few prior studies identified some factors for utilization of MiC towards ASH, studies to date have not provided a holistic review of drivers or a comprehensive framework of the interrelationships between such drivers. To address this issue, this study utilizes a three-way process including a systematic literature review, semi-structured interviews and the Total Interpretive Structure Modelling (TISM) method to study the drivers for MiC adoption in ASH. Initially, 111 drivers were extracted from a review of 40 studies in the existing literature. Following that, the significant drivers of MiC adoption for ASH were grouped into cost, time, productivity, quality, environmental, social, policy and demand. Drawing on concepts of systems thinking and graph theory, the TISM model for eight drivers was developed from both the literature review and the interview results. Four levels of hierarchy were found among drivers containing linkage, driving, depending and autonomous. Succeeding the steps of TISM and Reachability Matrix (RM) and Matrice d’ Impacts Croises-Multipication Appliqué a Classement (MICMAC) analysis, social drivers were found to have the highest driving and lowest dependency power, followed by productivity and policy drivers. This signifies the importance of social factors for enhancing MiC adoption for ASH. In addition, a strategic framework of boosting MiC adoption in ASH is also presented, highlighting the key stakeholders and strategies for transformation along with conclusions. This study delivers a wider landscape of drivers for MiC-ASH synergy that may assist practitioners, policy makers and relevant stakeholders to better understand the relationships between the drivers.
