Abstract. The purpose of this study is to develop a methodology for the formation of an innovative business environment as an essential condition for the implementation of effective innovations that ensure the transition of the domestic economy to an innovative development path. The article explores modern approaches to the formation of an innovation environment and the definition of its place in the implementation of effective innovations, identifies the problems of implementing effective innovations and identifies potential solutions to them, analyzes the factors determining the formation of an innovation environment and ensures the implementation of effective innovations, identifies ways to improve the innovation climate in real sector of the economy. As a result of the research, a model for the formation of an innovation environment has been developed that ensures the implementation of effective innovations and assumes the creation of favorable conditions for the implementation of innovation activities.

Abstract. The innovative basis for the development of the electric power industry is the basis for increasing the competitiveness of the economy as a whole. The purpose of the study is to develop a model for assessing the efficiency of innovation activity of enterprises of the electric power industry. The paper reveals a set of external macroeconomic factors that require adaptation of the innovation activity of the enterprise. A system of criteria for assessing the efficiency of innovation activity of enterprises of the electric power industry was developed. The approach to the selection of rational management decisions to improve the efficiency of innovation activity of enterprises of the electric power industry is substantiated. It assumes the choice of the reference enterprise based on the analysis of the state of innovation activity of the enterprise, as well as the assessment of the level and reserves of increasing the efficiency of innovation activity by group criteria.

Abstract. The article is devoted to the theoretical aspects of development, project activities, the search and substantiation of the institutional importance of the development of this direction in the current economic situation in Russia, the construction industry, the problems of realizing development projects and the impact of the quality of operational evaluation of development projects on overall efficiency, efficiency and development of construction activities in a crisis and the quality of project management. An algorithm for the formation of development activity as an institution for the development of the investment and construction sphere in Russia has been developed. Theoretically, the algorithm and methodological approach to the quality management of the development project efficiency is justified.
