ABSTRACT. Protected areas are a cornerstone of biodiversity conservation, and increasingly, conservation science is integrating ecological and social considerations in park management. Indeed, both social and ecological factors need to be considered to understand processes that lead to changes in environmental conditions. Here, we use a social-ecological systems lens to examine changes in governance through time in an extensive regional protected area network, the Great Barrier Reef Marine Park. We studied the peerreviewed and nonpeer-reviewed literature to develop an understanding of governance of the Great Barrier Reef Marine Park and its management changes through time. In particular, we examined how interacting and changing property rights, as designated by the evolving marine protected area network and other institutional changes (e.g., fisheries management), defined multiple goods and ecosystem services and altered who could benefit from them. The rezoning of the Great Barrier Reef Marine Park in 2004 substantially altered the types and distribution of property rights and associated benefits from ecosystem goods and services. Initially, commonpool resources were enjoyed as common and private benefits at the expense of public goods (overexploited fisheries and reduced biodiversity and ecosystem health). The rezoning redefined the available goods and benefits and who could benefit, prioritizing public goods and benefits (i.e., biodiversity conservation), and inducing private costs (through reduced fishing). We also found that the original conceptualization of the step-wise progression of property rights from user to owner oversimplifies property rights based on its division into operational and collective-choice rule-making levels. Instead, we suggest that a diversity of available management tools implemented simultaneously can result in interactions that are seldom fully captured by the original conceptualization of the bundling of property rights. Understanding the complexities associated with overlapping property rights and multiple goods and ecosystem services, particularly within large-scale systems, can help elucidate the source and nature of some of the governance challenges that large protected areas are facing.

Floodplain water-bodies are one of the major common-pool resources (CPRs) of Bangladesh and constitute more than fifty percent of inland open water bodies. Throughout the British colonial period, Pakistani rule and the first one and half decades of independent Bangladesh, a majority of inland water-bodies remained under direct government management, though the floodplains, by getting heavily inundated during the monsoon, turn into an open access resource. In the mid-1980s, co-management was introduced on a small scale with the help of NGOs as providers of management styles and credit to communities of fishers or villagers. NGOs also got involved in floodplain water-bodies and came up with different models of user-managed fishery bodies. This paper examines a specific management system of community-governed floodplain aquaculture (FPA) known as the Daudkandi model, developed by a local NGO in the Daudkandi sub-district of the Comilla district. Applying the design principles developed by Ostrom (1990) characterizing long surviving successful user-managed commonpool resource institutions, this paper explores the rules devised by partners in the management of a FPA under the Daudkandi model. Though the FPA management model is relatively new (i.e. it has been adopted in 1996) it has been found to follow the design principles in devising its management rules. The interest of various parties on forest utilization access lead to the ambiguity of property rights due to user overlapping. This research explained the ambiguity factors of property rights from access mechanism and its ABSTRAKKepentingan berbagai pihak terkait akses pemanfaatan hutan mengakibatkan ketidakjelasan hak kepemilikan karena tumpang tindih pengguna. Penelitian ini menjelaskan faktor penyebab ketidakjelasan hak kepemilikan dari mekanisme akses dan kaitannya dengan konflik lahan. Peneliti menggunakan teknik purposive sampling untuk mendapatkan data perubahan lahan, dokumen proses tata batas dan kepemilikan lahan, sejarah pengelolan, wawancara mendalam dengan 123 orang tokoh kunci. Analisis data menggunakan Rapid Land Tenure Assessment (RaTA) dan analisis deskriptif. Hasil penelitian menunjukkan bahwa teori akses dan hak kepemilikan dapat menjelaskan tumpang tindih lahan pada wilayah KPHP Meranti. Analisis akses mekanisme hak menjelaskan faktor-faktor perubahan status kepemilikan lahan dan penyebab tumpang tindih lahan, yaitu: a) dinamika perubahan pengelolaan, b) permasalahan batas kawasan, dan c) lemahnya pengawasan.
