Overview of the Croatian Land Administration System and the Possibilities for Its Upgrade to 3D by Existing Data

Abstract: This paper explores the laws and other legal acts related to the Croatian 3D cadastre with an emphasis on those which relate to interests in strata, spatial planning, and other regulations that are valid or were valid on Croatian territory. The effects of the application of these regulations on the present situation of registration in cadastre and land register were considered. This paper also explores current legal, institutional, and technical solutions implemented in the Croatian Land Administration System … Show more

“…The 2010s continued the trends from the previous decade, crystalizing technology innovations into international standards and tangible tools. Terminology relating to 'upgrade' and 'renewal' focused increasingly, if not almost exclusively, on tools to enable transition from 2D to 3D cadastres [58][59][60][61][62][63].…”

“…In Croatia, the utility cadastre information contains the type, purpose, basic technical features, and location of built utility lines, and lists the names and addresses of their managers [29]. The Croatia changed the law to organize the physical registration of utilities at a national level since 2016 [30]. Moreover, Canada has developed 3D maps of underground utility networks as well [18,31].…”

“…Paulsson and Paasch [6] analysed the research on the legal aspects and emphasised the need for additional research in this field. The institutional aspects of 3D cadastres are mainly studied within the research, concerning the developments in specific countries [7][8][9][10][11]. Ho et al [12] studied the institutional factors in the development of 3D cadastral systems.…”

“…Kitsakis and Dimopoulou [34] investigate the usability of existing cadastral documentation for 3D modelling. Vučić et al [8] focus on the Croatian land administration system and investigate the possibilities of upgrading the cadastral system to 3D by linking topographic data. Tekavec and Lisec [35] provide a framework for 3D indoor modelling based on existing cadastral data.…”
