In modern legislative institutions rely on Parliament to oversee government action, particularly through select committees (PSCs). PSCs are used in democratic parliaments to achieve good governance and hold the ruling government accountable. Nonetheless, the inadequacy of the current structure hinder the PSCs from operating effectively and efficiently. Therefore, the main objective of this article is to critically analyse the practices of the PSCs in the Parliament of Malaysia during Barisan Nasional from 2004 – 2012. This article adopts a qualitative approach of parliamentary ethnography through analysing documents as instruments in collecting data and library research. This study critically assesses the composition, membership and chairperson of the PSCs based on the provisions in the Standing Orders and other relevant statutes that govern parliamentary select committees in the Parliament. Based on the analysis, the article concluded that the composition of members and chairperson of PSCs during Barisan Nasional (2004 -2012) should be revisited and improved for future practice. Unlike the standards indicated in the Commonwealth Parliamentary Association (CPA) Recommended Benchmarks for Democratic Legislatures, 2018, the study found several areas that need revisiting, including composition, membership and chairperson of PSC.

The domination of the ruling party, Barisan Nasional (BN), in Parliament since the early 1970s have stifled the function of Parliament as a check and balance towards the government. The domination of the executive and the rigid nature of Parliament caused the ineffectiveness of the role of Parliament. This ineffectiveness gave birth to the idea for the reformation of Parliament to ensure that Parliament performs its role in scrutinizing the executive and fulfilling the aspirations of the rakyat. Among the Members of Parliament who were committed to advocate for the reformation of Parliament is Kit Siang who is known widely as a statesman and Malaysiandemocrat. This paper examines the ideas for reforming Parliament as discussed by Kit Siang since the 1970s that have brought a significance to the transformation of Parliament into a more democratic and balanced institution. The ideas for reforming Parliament should be disseminated and Parliamentary procedures should be strengthened for the good for the coming generation.

As the nation is leaning towards achieving the Sustainable Development Goals (SDG), it is pertinent and crucial to look into the plights faced by people with disabilities in this country. This study delves straight into the current socio-legal climate surrounding them. It adopts methods of content and critical analysis when analysing the data qualitatively. The findings show that even though the overall social acceptance and reception have improved over the years, some members of the people with disabilities community have faced unfair treatment during job scouting, job interviews or while at work. From a legal point of view, an ambiguity in a provision under the Persons with Disabilities Act 2008 has resulted in inaccuracy and false interpretation by the local authorities, leading to poor and shoddy construction of public amenities for people with disabilities. Furthermore, the effectiveness of the Street, Drainage and Building Act 1974 in ensuring accessibility of public facilities for the people with disabilities remains questionable. In the concerted effort to achieve Goal No. 9 of developing quality, reliable, sustainable and resilient infrastructure supporting economic development and human well-being and Goal No. 10 of reducing income inequality under the nation’s SDG, the above-mentioned socio-legal problems must be urgently addressed.
