A microscopic model taking into account 2p2h configurations in magic nuclei is described in the framework of the consistent Green-function formalism. A simplified version of the model, which uses an approximation of the second order in the quasiparticle-phonon interaction in the propagator of the integral equation for the density matrix, is developed. This version is applied to calculations of M 1 excitation characteristics in 160, 4~ 54Fe, 9~ and 2~
