Pemenuhan Hak Politik Perempuan sebagai Pengawas Pemilihan Kepala Daerah Serentak Tahun 2020

Abstract

Penelitian ini membahas tentang hak politik perempuan sebagai pengawas pemilihan kepala daerah di Badan Pengawas Pemilu Kabupaten Bantul dari tingkat kabupaten sampai tingkat dusun. Penelitian menggunakan pendekatan kualitatif dengan analisis mendalam yang menonjolkan proses dan makna. Data primer berasal dari Badan Pengawas Pemilu Kabupaten Bantul dan data sekunder yang bersumber dari berbagai dokumen, regulasi peraturan perundang-undangan, buku, jurnal maupun laporan hasil penelitian. Penelitian ini menemukan bahwa beberapa hak-hak politik perempuan sebagai pengawas Pemilu sudah terpenuhi sesuai dengan regulasi yang mengatur tentang keterwakilan perempuan sebagai pengawas Pemilu. Pemenuhan hak politik perempuan sebagai pengawas khususnya pada Pilkada Bantul 2020 sebetulnya secara regulasi sudah diatur di dalam Undang Undang No. 7 Tahun 2017 Tentang Pemilihan Umum. Namun berdasarkan Pilkada Bantul 2020 beberapa faktor unsur keterwakilan perempuan tidak dapat terpenuhi secara utuh seperti kasus hak-hak politik perempuan sebagai Pengawas Desa/Kelurahan. Selain karena masalah gender, adanya beban resiko sebagai Pengawas juga cukup berat. Tugas dan tanggung jawab sebagai pengawas sangat berbeda dengan tugas penyelenggara Pemilu lainnya misalnya di Komisi Pemilihan Umum, Panitia Pemilihan Kecamatan, Panitia Pemungutan Suara, maupun Kelompok Penyelenggara Pemungutan Suara.

Application of Women’s Representation As Election Supervisors in the Election Supervisory Board in the Indonesian Election Law
