Fiscal policy and monetary policy are the two macroeconomic policies used by the government and monetary authorities in order to create a stable economy. The budget deficit policy is one form of fiscal policy implemented by the government in order to realize a high level of economic growth, a controlled inflation rate and open up new job opportunities to reduce unemployment. The impact of the implementation of the budget deficit policy on the level of economic growth is a long debate. Neoclassical groups argue that the implementation of budget deficit policies is detrimental to the economy, as it lowers the rate of economic growth. Keynesian groups argue that the implementation of the budget deficit policy is very good for the economy, because it triggers the rate of economic growth by increasing the number of demand for goods and services through increased government spending. While the Richardian people argue that the implementation of budget deficit policy has no effect on the economy. The data used in this study is data from 1981-2014 which consists of budget deficit, government consumption, government investment and economic growth rate. The method of analysis in this research is using Partial Least Square-Path Modeling (PLS-PM) approach with SMART-PLS analysis tool which aims to analyze the direct and indirect influence of the implementation of budget deficit policy toward the level of economic growth through government consumption and government investment. The results show that the implementation of the budget deficit policy can increase economic growth through increased government investment spending. Kajian ini untuk menganalisis tren, struktur dan rasio belanja modal. Objek kajian adalah atas belanja modal pemerintah Provinsi Riau tahun 2007 – 2017. Metode analisis menggunakan rasio belanja modal terhadap total belanja, belanja modal per kapita dan rasio terhadap PDRB. Belanja modal tahun 2007-2017 berfluktuasi meningkat. Belanja modal terendah terjadi pada tahun 2014. Alokasi belanja modal paling banyak untuk jalan, irigasi dan jaringan. Rasio belanja modal terhadap total belanja tertinggi pada tahun 2007 sebesar 40,48% dan terrendah terjadi pada 2014 sebesar 11,13%. Pada tahun 2014 belanja modal per kapita hanya sebesar Rp. 0,10 juta rupiah, meningkat di tahun 2015 dan menurun pada tahun selanjutnya. Rasio belanja modal terhadap PDRB mengalami trend yang menurun di setiap tahunnya pada tahun 2014 paling rendah sebesar 0,32% dan tertinggi terjadi pada tahun 2015 sebesar 0,59%.This study is to analyze trends, structure and capital expenditure ratios. The object of study is the capital expenditure of the Riau Province government in 2007 - 2017. The analysis method uses the ratio of capital expenditure to total expenditure, capital expenditure per capita and ratio to GRDP. Capital expenditure in 2007-2017 has fluctuated. The lowest capital expenditure occurred in 2014. The most capital expenditure allocation for roads, irrigation and networks. The highest ratio of capital expenditure to total expenditure in 2007 was 40.48% and the lowest occurred in 2014 of 11.13%. In 2014 capital expenditure per capita was only Rp. 0.10 million rupiah, an increase in 2015 and decrease in the following year. The ratio of capital expenditure to GRDP experienced a declining trend every year in 2014, the lowest of 0.32% and the highest occurred in 2015 of 0.59%.

Abstract:The government of Indonesia has long experienced an uneven pattern of budget realization. Our budget realization is characterized by small absorption in the first threequarters and then piled up in the last quarter. An increase in spending at the end of the year eventually led to the quality of work on the national economy, which is not considered optimal. Through factor analysis, the researchers reviewed what factors are causing slow realization of the budget, especially for spending unit in the working area of KPPN Jakarta II. (2015). Based on the factor analysis that has been conducted, it was found six factors that often slow down the realization of central government expenditure, especially for spending unit in working area of KPPN Jakarta II. The six factors include coordination, organizational culture, competence, technical constraints, administrative, and document. These six factors are derived from 27 indicators that were processed through the standard factor analysis, i.e. correlation between variables Kaiser Mayer Olkin (KMO), variables distribution and rotation of factors.
