Intl J Bonorowo Wetlands 11: 48-63. The Bajo tribe are originally sea nomads, living in eastern Indonesia, South Philippines and North Borneo. They are identified by their marine culture and sama language. They have similarities with the Orang Laut tribe in western Indonesia and the Moken tribe in the Mergui Archipelago in terms of exploring the seas. Today, most Bajo ethnic groups no longer wander on houseboat and live in a certain place, although they still preserve maritime culture, they have similar social and cultural features, including shared shipbuilding and fishing, traditions, beliefs and myths. The Bajo tribe who live from marine natural resources have a close relationship with the marine and coastal environment, so that it raises the values of environmental concern in maintaining the sea and coast. This study aims to determine the environmental conservation of the Bajo tribe based on their beliefs. The Bajo tribe is one of the tribal communities that manage, maintain and utilize marine biological resources based on cultural norms and values that have been institutionalized and attached to the Bajo community, and are maintained through social control based on their belief system. This belief brings the Bajo people to fear breaking the taboo or pamali that has existed since their ancestors orally and from generation to generation. The Bajo people have wisdom to protect the marine environment, namely corals, mangroves, and marine resources. They have a high concern for preserving coral reefs as a buffer for the underwater ecosystem, and they are very aware of the need to preserve the sources that are the basis of their livelihood fulfillment.

Destructive fishing activities are fishing activities using materials, tools or means that damage fish resources and their environment, such as using explosives, toxic materials, strum, and other fishing gear that are not environmentally friendly (Marine and Fisheries Ministerial Decree Number 114, 2019). This activity still occurs in Maluku waters, including in Sawai Bay. The study aims to identify destructive forms of fishing in the waters of Sawai Bay and provide control recommendations to reduce the destructive fishing activity. The study was conducted in January-June 2020 in Sawai Bay. Data collection uses the purposive interview method, while the data is analyzed descriptively. The results showed that in the waters of Sawai Bay, three destructive fishing activities were identified, namely fishing using bombs/explosives, fishing using toxic materials and coral mining activities. Four control strategies are recommended as an effort to reduce destructive fishing activity in the waters of Sawai Bay in the future. ABSTRAK Aktivitas perikanan merusak atau Destructive Fishing adalah kegiatan penangkapan ikan dengan menggunakan bahan, alat atau cara yang merusak sumberdaya ikan maupun lingkungannya, seperti menggunakan bahan peledak, bahan beracun, strum, dan alat tangkap lainnya yang tidak ramah lingkungan (KepMen KP Nomor 114, 2019). Aktivitas ini masih terjadi pada perairan Maluku, termasuk di Teluk Sawai. Penelitian ini bertujuan untuk mengidentifikasi bentuk-bentuk penangkapan ikan yang merusak pada perairan Teluk Sawai serta memberikan rekomendasi pengendalian untuk mereduksi aktivitas perikana. Yang merusak. Penelitian ini dilakukan pada Januari-Juni 2020 di Teluk Sawai. Pengumpulan data menggunakan metode purposive interview, sedangkan data dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa pada perairan Teluk Sawai, teridentifikasi tiga aktivitas perikanan merusak yaitu penangkapan ikan menggunakan bom/bahan peledak, penangkapan ikan menggunakan bahan beracun dan aktivitas penambangan karang. Empat strategi pengendalian direkomendasikan sebagai upaya mereduksi aktivitas perikanan merusak di perairan Teluk Sawai ke depannya. Abstract-This paper is aimed at exploring the complexity of fishery resource use of Taka Bonerate coral reef zone from the past to the present when it has become a National Sea Park. The complexity of phenomena comprises dimensions of diversity and variation of technology, change and continuity, types of ideological interaction with environment, involvement of both internal and external stakeholders with various categories, kinds and multilevel control or ownership of various fishing grounds, influence of internal and external socio-cultural factors as well as its marine resources and environmental impacts, etc. It is realized that for understanding such a complexity needs a particular analysis with a holistic perspective. By applying the constructionist perspective, the writer discovered that the management of fishery resource use of Taka Bonerate coral reef zone by the local fishermen community could be viewed and understood in three paradigms: (1) communalism characterized the past pattern of management (up to the beginning of the 1960s) marked by inter-subjective relation model and a harmony between man and sea environment, (2) orientalism based on the mastery of nature and the application of modern catching technology, capitalism, industrialism, and free market, taking place from the middle of the 1960s to the beginning of the 1980s, which brought about coral reef ecosystem degradation and fish resources decrease, and (3) paternalism characterized by the tendency to protect the balanced state of nature by means of placing bureaucrats and scientists as managers and controllers of fishery resources. As the paternalism paradigm tends to observe bottom-up practices, it stands to reason that this paradigm has not been able to solve environmental problems and fishermen's poverty in Taka Bonerate.
