This article discusses Big Data's use as a surveillance tool for the spread of Corona Virus Disease 2019 (COVID-19), both in Indonesia and the world. In Indonesia, the range of COVID-19 is increasingly sporadic, causing mass panic and Indonesia's geographical characteristics, which will be difficult when this spread could not control quickly. Researchers are conducting several studies to overcome this pandemic, including supervision, features, handling, mobility, patient interaction, treatment evaluation, and the biological structure. These studies become data and lead to Big Data. This article explores how to use Big Data analysis to monitor the spread of COVID-19 as a communication process that reflects mediated communication as a form of mobility and spatial relationships in communication practices. The method used in this article is a literature review and uses meta-synthesis techniques as its analysis. The literature sources used are articles in highly reputable international journals. Based on the reports, various ways to monitor the virus's spread, through public video data, GPS, and social media tracking, trace the patient's movement. Big Data can also provide data collaboration for viruses and pathogens for further research as digital mediated communication is anchored by the diversity of places and the mobility of people, data, and objects.

IMPLEMENTATION OF ONLINE CCTV TO IMPROVE MONITORING OF BANJAR SAMPALAN RESIDENTS' FACILITIESSampalan Hamlet is a tourist destination where many facilities and infrastructure have begun to be built. The problems faced by the Sampalan Traditional Banjar are that there is no supervision of the routes around the Banjar area, there is no documentary evidence that can be used to analyze accidents that occur around the Banjar, there is no supervision to avoid acts of theft at the temple and there is no supervision of the social activities of residents which was carried out in Banjar. The solution offered in this community service activity for the problems experienced is the installation of CCTV. This service activity aims to help access monitoring and supervision of the Banjar area to increase the security and comfort of residents and visiting tourists. This method of implementing community service activities is implemented into three main stages, namely preparation, implementation and evaluation. The results of the evaluation through a questionnaire resulted in 71.4 percent of residents stating that the installed CCTV was very useful, and 50 percent of residents stated that the presence of CCTV greatly facilitated monitoring and supervision around the Banjar.Dusun Sampalan merupakan destinasi wisata dimana fasilitas serta infrastruktur sudah mulai banyak dibangun. Permasalahan yang dihadapi Banjar Adat Sampalan yaitu belum adanya pengawasan terhadap jalur disekitar areal Banjar, tidak adanya bukti dokumentasi yang dapat digunakan untuk menganalisa peristiwa kecelakaan yang terjadi di sekitar Banjar, tidak adanya pengawasan untuk menghindari tindakan pencurian di pura serta tidak adanya pengawasan terhadap aktivitas sosial warga yang dilakukan di Banjar. Solusi yang ditawarkan dalam kegiatan pengabdian kepada masyarakat ini untuk permasalahan yang dialami adalah pemasangan CCTV. Tujuan dari kegiatan pengabdian ini adalah membantu akses monitoring dan pengawasan areal Banjar sehingga meningkatkan keamanan dan kenyamanan warga serta wisatawan yang berkunjung. Metode pelaksanaan kegiatan pengabdian kepada masyarakat ini diimplementasikan menjadi tiga tahapan utama yaitu persiapan, pelaksanaan dan evaluasi. Hasil evaluasi melalui kuisioner menghasilkan 71,4 persen warga menyatakan CCTV yang terpasang tersebut sangat bermanfaat serta 50 persen warga menyatakan bahwa adanya CCTV sangat mempermudah monitoring dan pengawasan di sekitar Banjar.

With the increasing of criminal actions, people use various surveillance techniques to create a sense of security. One of the most widely used surveillance technique is installing CCTV cameras at various locations. On the surveillance systems, there are other supporting devices apart from CCTV cameras. One of such supporting devices is a hard disk to save the recorded data. The recording on CCTV has two modes: motion detection mode and continuous mode. The continuous mode will record continuously, which affects the amount of hard disk space used. Motion detection mode records one event only, not all recordings, saving hard disk space, however, it may miss some events. Based on these two modes, compression technology is required. The current compression technology applies the ROI method. A ROI (Region of Interest) is the part of the image that wants to filter to form some operations against it. ROI allows coding differently in certain areas of the digital image to have a higher quality than the surrounding area (background). This paper offers a novel approach to saving the foreground frame generated from the ROI method and compressing it. The novel approach will be applied to the AVI, MJPEG 2000, and MPEG-4 video formats. The decompression process is used to restore the original video data to measure the method's performance. To measure the proposed method's performance, it will compare the compression ratio and Peak Signal-to-Noise Ratio (PSNR) with the traditional method without implementing the ROI-based method. The PSNR value in this paper, that measures the quality of the compression result,s are above 40 dB. It indicates that the resulting video is similar to the original video. The ROI-based compression method can increase the compression ratio 5-7 times higher than the existing method for lossy AVI format video. While on MJPEG-2000 and MPEG-4 format video, it increases the compression ratio 7-15 times and 1-3 times, respectively. The PSNR value for the proposed method is above 40 dB, which indicates that the reconstructed video is similar to the original video, even though the pixel values have changed slightly.
