The article considers the results of the implementation of the pension reform in Russia in 2018, reflected in changes in labor market indicators according to Rosstat. The purpose of the study is to develop a scientific understanding of the processes of formation of the pre-pensioner segment of the Russian labor market under the influence of its external and internal factors. The authors use methods of statistical, correlation, and regression analyses, the calculation of the average for a certain integral of functions, as well as the method of linear modeling of multiple regression. The study assesses the scientific elaboration of the research topic abroad and in Russia. The issues of financial literacy of the population are analyzed. The financing of the training of pre-retirees in the professional competencies that are currently in demand on the labor market and support for unemployed pre-retirees who are registered with the employment center are considered. The selection of relevant demographic data and a sample labor force survey by age group has been carried out. The total number of pre-pensioners in 2018–2020 has been calculated and their structure according to the status of labor activity in the Russian labor market has been identified. The general dynamic, structural, and gender characteristics of the economic activity of pre-pensioners in the labor market are analyzed. The demand for pre-retirees by type of economic activity in 2019 is assessed. The authors conclude that there is a tendency to reduce the share of the pre-pensioner segment in the labor market after reaching the project retirement age threshold from 10.88% to 9.76%. The employment rate in this group of the population will be 66%. The study has established that the demand for pre-pensioners by type of economic activity in the labor market is 1.13 times higher for women than for men. A methodical approach has been developed to analyze the results of assessing the demand for state support measures by pre-pensioners. The article analyzes the influence of financial and social measures of state support for pre-pensioners on increasing their labor activity and competitiveness in the labor market. The results of the study can be used by the authorities to substantiate the assessment of the effectiveness of financing the measures they take to provide social and economic support to pre-retirees.

Введение. В статье рассматриваются возможности использования теории поколений в качестве базовой при формировании концептуального подхода к исследованию реализации государственной информационной политики в сфере повышения доверия населения финансовым институтам, состояния и развития аспектов национального производства РФ в сложившихся условиях, а также направления подготовки специалистов высокого уровня, способных адаптироваться к новым требованиям. Данные и методы. Проведен анализ научных работ, эмпирических данных, опросов и исследований, касающихся формирования доверия населения как такового, так и в отношении финансовых институтов. Исследованы теоретические взгляды на формирование и реализацию государственной информационной политики. В основу структурного анализа положены наиболее существенные изменения, имеющие место к настоящему времени, в первую очередь – национальная безопасность. Полученные результаты. Обозначены ключевые дефиниции категорий доверия населения и государственной информационной политики. Сделан вывод о преимущественности национальной безопасности, удовлетворения потребностей общества и результативном взаимодействии при реализации стратегических идей как целевых составляющих рассматриваемых категорий. Выделены факторы, определяющие уровень доверия населения финансовым институтам и факторы, определяющие действенность государственной информационной политики в отношении доверия населения. Обоснована значимость субъективных факторов, не корректируемых извне, социально ориентированных. Отмечена связь факторов с возможностью их учета в рамках использования теории поколений как концептуальной базы исследования. Проведен анализ аргументов «за» и «против» использования теории в качестве базовой. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов, касающихся развития национальной экономики. Introduction. The article is devoted to the possibilities of using generational theory as basic in forming a conceptual approach to the study of the state information policy implementation in the sphere of increasing confidence of the population in financial institutions, the condition and development of aspects of national production of the Russian Federation in the existing conditions, and also directions of training of high level specialists, capable to adapt to new requirements. Data and methods. An analysis of scientific works, empirical data, surveys and research concerning the formation of public trust per se and in relation to financial institutions was carried out. Theoretical views on the formation and implementation of state information policy have been investigated. The structural analysis is based on the most significant changes that have taken place to date, primarily national security. The results obtained. The key definitions of the categories of public trust and state information policy are outlined. The conclusion about the priority of national security, meeting the needs of society and effective interaction in the implementation of strategic ideas as target components of the categories under consideration. The authors identified factors, determining the level of public confidence in financial institutions and factors, determining the effectiveness of state information policy in relation to public confidence. The importance of subjective factors that are not corrected from the outside, socially oriented, has been substantiated. The connection of factors with the possibility of taking them into account within the framework of using the theory of generations as a conceptual base of research was noted. The arguments "for" and "against" in using the theory as a base have been analyzed. Conclusion. The results of the study can be used as a theoretical basis for the study of a number of issues related to the development of the national economy.
