Abstract: Penelitian bertujuan menganalisis peran serta masyarakat dan kewenangan Pemerintah dalam konservasi mangrove sebagai upaya mencegah rob dan banjir  serta sebagai Tempat Wisata. Metode pendekatan yang digunakan adalah normatif, spesifikasi penelitian deskriptif analitis,  analisis menggunakan metode analisis kualitatif.
