Abstract: Harus diakui bahwa perkembangan hak dan kebebasan beragama di Indonesia mengalami berbagai masalah, baik secara substansi pengaturan maupun penegakannya. Ini dibuktikan dengan semakin maraknya aksi-aksi kekerasan berbasis agama di berbagai wilayah di Indonesia.
