“…Network governance has been argued to ‘provide a means to assist local governments, states, and regional planning authorities to share experiences across national jurisdictions so as to undertake effective mitigation and adaptation policies for climate change and other problems without waiting for nation‐states themselves to do so’ (Feldman, , p. 788).
