An Innovative Method for Project Transaction Mode Design Based on Case-Based Reasoning: A Chinese Case Study

Aiming at the design of a project transaction mode, the case-based reasoning (CBR) method is used as a methodology to build a case-based reasoning system based on project performance predictions. Thirty-four cases are initially selected for the practical application. Based on the classical CBR, the performance forecast is added, an improved continuous variable interpolation scoring method is proposed, and three types of manual revision methods are proposed: owner’s preference for the project transaction mode, extreme value, and secondary learning. The innovative method is verified with Nanjing HF Project as an example, and the results show that the case-based reasoning system can optimize the selection and design of the project transaction mode, providing a certain guarantee for project performance and facilitating the transfer of construction experience and knowledge within the construction industry.

Agency roles and responsibilities for contract administration depend on the contracting method. The Federal Highways Administration (FHWA) has encouraged agencies to consider alternative contracting methods (ACMs) like design-build (DB) and construction manager/general contractor (CM/GC). There is a lack of information available to transportation agencies regarding the details of agency performed contract administration functions between ACMs and traditional design-bid-build (DBB) delivery. This paper contributes to the existing body of knowledge of highway contract administration by revealing similarities and differences between agency performed contract administration functions across contracting methods through the development of Integrated DEFinition function models (IDEF0). These IDEF0 models depict the hierarchy of contract administration functions for DBB, CM/GC, and DB highway projects and reveal differences such as developing alignment, administering preconstruction services, managing work packages, and creating risk pools for additional scope. The findings can help agencies make more informed decisions about selecting and administering contracting methods, especially as it relates to establishing the level of effort and skills needed for administering projects

Design-Build (DB) is an alternative project delivery system that has shown to be better in controlling cost growth than the traditional Design-Bid-Build (DBB) system. However, some road administrations are not legally allowed to implement DB and keep using DBB with consequent disadvantages, such as having high-cost overruns. There is a need, therefore, to provide road administrators delivering DBB projects with research-based mitigation measures that can help them to minimize the main reason for cost overruns. To this end, this study identifies the main reasons for cost overruns in the design, the procurement and the construction phases of DBB road projects and point out to the specific elements of DB project delivery that might help to minimize these reasons. To identify the reasons, an exploratory content analysis was performed on interviews conducted with 41 professionals involved in road project management in Chile. Literature review and document analysis of DB were used to analyze the identified reasons under the framework of the DB practice in the United States. The results showed that four elements based on the DB approach might be used to minimize cost overruns in DBB projects: (1) in the design phase, road administrators should consider the early integration of the constructor's expertise. In the procurement phase, they should establish (2) instances for effective information exchange and (3) a goal-oriented selection process. Overall, road administrators should consider (4) establishing a one-point of high-level accountability for the design, the procurement, and the construction phases. This study will serve DBB road administrators to start the transition from DBB to more collaborative approaches that will help to minimizer cost overruns and, therefore, to improve the project cost performance.
