Currently, China has entered the development stage of a “low birth rate” demographically. There is a huge contradiction between the unbalanced and inadequate distribution of preschool education facilities (PEFs) and the people’s expectations for “full and good education for children”. This study took the Lingui New District, a typical new urban area in West China as the research area, and through the introduction of POI big data and GIS analysis methods, supplemented by GeoDA Bivariate Moran index analyses, established a kindergarten spatial database. The study found that preschool education facilities have problems such as insufficient quantity, uneven quality, low service coverage, poor accessibility, etc. Therefore, it is suggested to increase the proportion of public affordable preschool education facilities including kindergartens and nurseries, optimize the spatial distribution of preschool education, and improve the accessibility of preschool services to promote affordable, safe, and high-quality development of preschool education and to provide reference suggestions for the revision of relevant standards and the adjustment of the layout of preschool education in undeveloped regions of China.

This paper examines the effect of the National Plan 2010-2020 policy that focuses on the development of the pre-school education system in China. The examination critically follows a before-after design. The data included six indicators of preschool education presenting the numbers of preschool education schools, total enrolment, new enrolment, graduates, educational personnel and full-time teachers. The census bureau data was retrieved from the National Bureau of Statistics of China for the years 2003-2009 and 2010-2016. The results indicated a statistically significant difference between the pre-and-post intervention intervals, implying that the National Plan implementation achieved a quantitative development of preschool education in China. This suggested three patterns of preschool education in China: semantic universalisation, numerical universalisation and agentic universalisation which can be extended to concrete and abstract forms. The presented outcomes support the realisation of the concrete form based on the quantity but not the abstract form which is based on quality. Further, the National Plan has been realised quantitatively but not qualitatively: the analysis of the census bureau data and the policy document supported this outcome in the sense that the policy document itself lacks a detailed description (focus) of the quality development.

Manajemen promosi diperlukan oleh sekolah untuk memasarkan dan menarik konsumen agar tertarik mendaftarkan anak di lembaga pendidikan anak usia dini. Artikel ini mengulas penerapan manajemen promosi di lembaga pendidikan anak usia dini. Hasil penelitian ini dimaksudkan sebagai pedoman bagi guru sebagai praktisi lapangan untuk lebih kreatif dan inovatif dalam menggunakan teknologi untuk mengembangkan manajemen promosi agar lebih dikenal masyarakat. Hasil penelitian menunjukkan bahwa tantangan penerapan manajemen promosi kelembagaan dipengaruhi oleh kemampuan guru dan sekolah dalam memberikan layanan yang diperlukan sesuai dengan kebutuhan konsumen. Adapun peluang yang ada saat ini, pengelolaan promosi lembaga pendidikan anak usia dini dapat dikembangkan melalui berbagai strategi yang dapat dikembangkan oleh sekolah. Sementara itu, perkembangan manajemen promosi dari waktu ke waktu dipengaruhi oleh perkembangan media promosi yang hingga saat ini memudahkan pengguna untuk mengenal lembaga yang diinginkan tanpa mengeluarkan uang atau tenaga lebih karena berbasis media sosial.
