Phasing-out tobacco: proposal to deny access to tobacco for those born from 2000

Abstract: As a contribution to worldwide efforts towards a tobacco-free society, this paper considers the possibility of a long-term phasing-in of a total ban, by proposing that individuals born in or after the year 2000 have their supply of tobacco restricted. In conjunction, a survey that we have conducted in Singapore indicates strong public support (even among current smokers) for the proposal.

“…The idea of a tobacco endgame-the complete phasing out of tobacco consumption-has become popular in the tobacco control literature in recent years, and is already being considered in several countries. A group in Singapore published a proposal to deny tobacco sales to citizens born after a certain year, effectively phasing out consumption through new "tobacco-free generations" (Khoo et al 2010). In the Australian state of Tasmania, this proposal was approved last year by an unanimous vote in the government Upper House (ABC News 2012).…”

“…Whether it is a sinking fund,2 prohibition for birth cohorts after a certain date5 or simple prohibition,6 7 the proposals create incentives to supply cigarette-like products to those who either face an extremely high legal price for that product or who are entirely cut off from legal purchase. Even the proposal for reducing the nicotine content of legally marketed tobacco products poses that same risk;8 the currently preferred product would not be legally available.…”
