Physical planning in an era of marketization: conflicting governance perspectives in the Swedish Transport Administration

Abstract: Planning of transport infrastructure in Sweden has undergone successive legislative changes as well as neoliberal corporatization and marketization reforms in recent years, with a general aim to increase efficiency and effectiveness. This paper presents planning practitioners' experiences of far-reaching marketization of physical planning practice in line with a strategy within the Swedish Transport Administration (STA) to become a 'Pure Purchaser'. The strategy implies that all practical planning work should … Show more

“…Planners, policy makers, and governments take on these challenges on a regular basis taking into account the balance between safe and efficient transportation (Ewing, Schieber and Zegeer, 2003). The outcome of these decisions are influenced by stakeholders evaluating the current and future demands of a particular road network and comparing that to the demand of its surrounding populations (Witzell, 2019). This approach is effective in new or redeveloping areas but becomes a more complex issue in areas where infrastructure change is not easily obtainable.…”

“…In addition to promoting BIM, the STA has started an initiative to; more generally, promote innovation in the industry, the "Professional Client" initiative. In previous research, the initiative has been described as a "marketization strategy", where the client asserts more responsibilities to suppliers in the process of developing new transport infrastructure thereby opening up for new innovative solutions initiated by suppliers (Witzell 2019).…”

“…In addition, the planning system was reconstructed, and the physical planning process, which consisted of three stages, was restructured into one coherent process [29]. As part of the new planning system (Figure 1), the Strategic Choice of Measures (SCM) approach was developed to analyze the necessity of a road or railway project before a physical planning process is initiated [30]. The aim with the SCM was to introduce a planning stage for a more openended analysis of how different transport needs can be fulfilled by different measures and actors [13].…”
