Plurilateral Trade Agreements: An Escape Route for the WTO?

Abstract: Due to the persistent stalemate in the WTO ’ s Doha Round negotiations, various smaller-scale options have drawn attention in recent years, including the negotiation of plurilateral agreements (PAs) among interested governments.
