This study examines the effect of polarization and interdependence on systemic conflict. It argues that both polarization and interdependence must be conceptualized in terms of different types of relations among states and that different relationships would reflect varied levels of polarization and interdependence. Accordingly, this study develops general measures of network polarization and interdependence that allow measurement of these concepts over a wide array of international relations. Hypotheses are deduced from the realist and liberal paradigms about how alliance polarization, trade polarization, and cultural polarization affect systemic conflict. Likewise, hypotheses are deduced regarding the expected effects of strategic and economic interdependence on conflict. These hypotheses are tested using data on alliance, trade, linguistic, and religious networks over the period 1816-2002. The findings suggest that alliance polarization and strategic interdependence increase the amount of systemic conflict, while trade polarization and economic interdependence have a dampening effect on the amount of conflict in the international system. The theoretical implications of these results are discussed.

ÖzBu çalışma uluslararası sistem ve istikrar üzerinedir. Farklı teorik perspektifleri mukayese ederek, kutupluluk ile istikrar arasındaki ilişkiyi tartışır. Uluslararası sistemler sistem içerisindeki güç dağılımına göre tek kutuplu, çift kutuplu ve çok kutuplu yapılar olarak isimlendirilir. Bu yapılardan hangisinin daha istikrarlı olduğu üzerine uzun tartışmalar yaşanmıştır. Bahsi geçen tartışmaların ana gündem maddesi hangi uluslararası güç dağılımının daha istikrarlı olduğu üzerinedir. Önceleri çok kutuplu yapının daha istikrarlı olduğu düşünülürken, zaman içerisinde çift kutuplu sistemlerin daha istikrarlı olduğu iddiası yaygınlık kazanmıştır. Günümüzde ise tek kutuplu sistemlerin çift kutuplu sistemlere kıyasla daha istikrarlı olabileceği fikri öne çıkmaktadır. Çalışma bu ilişki üzerine yapılan tartışmaların arkasındaki iki temel teorik mantığı ortaya koyar: güdüler mantığı ve mecburiyetler mantığı. Mecburiyet mantığı uluslararası istikrarı öngörmede daha başarılı gibi görünmesine rağmen, bu mantığın temel teorik sorunları olmadığı söylene-mez. Çalışma kutupluluk ile istikrar arasındaki ilişkiyi teorik olarak açıkla-mak ve öngörmek adına imkânlar mantığını teklif etmektedir. Bu mantığa göre uluslararası istikrar devletlerin imkân hesaplamalarının bir sonucu olarak görülebilir.

Proponents of offense-defense theory (ODT) contend that the offense-defense balance (ODB) forms the "master key" to understanding the question of peace and war. Time-series event count models of war and militarized interstate disputes at the systemic level are used to test the theory's claims that shifts in the ODB have an important effect on the likelihood of international war and militarized disputes and that ODT offers a more powerful explanation for conflict than other explanations in the international relations (IR) literature. Results cast doubt on the empirical validity of the ODT and indicate that other IR theories have important explanatory power.In recent years, international relations (IR) scholars have rekindled a longstanding debate concerning the effects of shifts in the offense-defense balance (ODB) on the incidence of violent conflict in the international system. At the heart of the debate lies the question of whether the relative superiority of offensive military strategies and capabilities, over corresponding defensive measures, has an important effect on the likelihood of international crisis and war. That is, do factors that increase the ease and likelihood of success of offensive operations-such as innovations in military technology-make conflict and war more likely?Proponents of what is now generally known as offense-defense theory (ODT) believe that this is certainly the case.
