The paper presents a cross-disciplinary theory of populism. The first part of the article considers a definition of populism, the main electorate of populist forces, and the economic triggers of protest votes for populist parties. The second part deals with the different types of political populism, the reasons for their actualization in the 21st century, and the institutional consequences of populist power. The demand for populism comes from fragmented social groups that lost out in the social transformations following the neoliberal revolution of the 1970s and experienced the negative shocks of globalization. The protest electorate is organized around charismatic leaders who find 'scapegoats' in the form of traditional elites, migrants, or minorities and claim to speak for the «nation». Populism can contribute to democratization in its early stages. However, once in power, populists tend to undermine the system of checks and balances, leading to a decline in the quality of institutions and a slowdown in economic growth. The third part of the paper assesses the impact of economic populism. It is concluded that the definitional approaches used in academic literature do not meet the requirement of universality and do not imply a sufficient level of operationalization necessary for empirical research. An alternative approach is proposed that develops the «classical» definition of R. Dornbusch and S. Edwards: economic policy aimed at provoking economic shocks in order to increase the political ratings of the authorities and downplaying socio-economic risks. This approach enables economic populism to transcend the ideological framework of «right-left» economic policy, separate it from the economic policy of political populists, and evaluate the populist policies of mainstream parties. The theory of economic populism converges with the theory of political business cycles, but is not limited to elections and focuses on assessing demand rather than supply.

The budget in the political year always attracts attention, it is a way to attract attention so that the incumbent gets the vote of the electorate. The lack of widespread public interest in local government and the consistently disappointing turnout at local elections belies the intensity, excitement, and passion with which local politics is conducted. This article discusses citation developments, publication trends, author collaborations, trend term titles, trend term author keywords, trend term abstracts, and statistics on the topic of the Political Budget Cycle from 2014-2022. This study summarizes research articles from Google Scholar. Then an in-depth bibliometric analysis was carried out through Vos Viewers to analyze and visualize the database obtained. The results of the citation analysis showed that the number of citations per year from 2014-2022 was 12.635 citations, Analyze results showed that research on the Political budget cycle from 2014-2022 decreased. The most research results were in 2014which resulted in 39 articles (20%), and the story of scientific publications with the lowest political budget cycle topics occurred in 2022 which resulted in 3 articles (3%). In 2014-2022 the words or variables used in research are political budget cycle, political cycle, budget cycle, and evidence, while the terms that are still rarely used in the study are political business cycle, budget process, budget deficit, political economy, and transparency.

Do Regional Heads Utilize Capital Expenditures, Grants, and Social Assistance in the Context of Elections?

This study empirically analyzes the alleged existence of political budget cycles in Indonesian local governments. Using panel data, this quantitative study concentrates on capital expenditures, grant expenditures, and social assistance expenditures in the election year and the year before the election. The purposive sampling method is used to take the sample—a local government that experienced two election cycles from 2012 to 2018. The sample consists of 1306 observational data points on capital expenditures and grants, and 636 observational data points on social assistance. The study tests its hypothesis using multiple regression analysis. The results indicate that the election year negatively affects capital expenditures, positively affects grants, and has no effect on social assistance. The year before the election negatively affects capital expenditures, but positively affects grants and social assistance. The incumbent positively affects social assistance but does not affect capital expenditures and grants. Transfers have a negative effect on capital expenditures, a positive effect on grants, and no effect on social assistance. The interactions of the election year and year before the election with the incumbent is not proven in this study.
