Abstract: The article deals with the occupation of the Expansion Zone of Aracaju, fragile balance area, and its effects arising from environmental problems caused by inadequate action of municipal managers, political interests, irregular occupations. The study, based on bibliographic review and mapping, use of secondary data from files and records and field surveys, allows us to observe the conflict between the design and implementation of public policies and lack of care to suit the various policies together.
