Online lottery is one of the crimes we usually call cyber crime, so apart from being charged under the Criminal Code, online lottery gambling games can also be set under Article 27 paragraph (2) in conjunction with Article 45 of Law Number 11 of 2008 concerning Information and Transactions. Electronic. The duties, functions, and responsibilities of the National Police, one of which is enforcing the law, where the National Police, especially the Central Maluku Police, plays a role in tackling crime, one of which is online lottery gambling. The aim of this research is to reveal a countermeasure strategy for enforcing online lottery gambling laws carried out by the Central Maluku Police. The type of research used is empirical legal research. Central Maluku Police research location. The sample, respondents, and population are the head and members of the General Crimes Unit of the Central Maluku Police. Data sources are primary data and secondary data. Data collection techniques through interviews and observation. Qualitative data processing and analysis techniques. The results of the research show that the strategy for dealing with online lottery gambling law enforcement carried out by the Maluku Police is to increase human resource skills, increase facilities, or increase public legal awareness and maximize the role of the community. For this reason, it is hoped that the strategy to overcome online lottery gambling law enforcement carried out by the Central Maluku Police can tackle online lottery gambling so that the role and support of the government, law enforcement officials, and the community are also needed to realize the ideal and aspired online lottery gambling law enforcement.

Papua Province has a special regulation that regulates the sustainability of the wheels of government in Papua Province, namely the Special Autonomy of Papua Province. Law number 21 of 2001 concerning Special Autonomy of Papua which has been amended into Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for Papua Province. Provide traffic for Papua Province to carry out special autonomy. Referring to this explanation, the author is interested in being able to conduct a study on the Special Autonomy Policy of Papua Province. This research uses Qualitative techniques with Snow Ball Technique research informants. The conclusions of the research results are as follows: Special autonomy policy has not been implemented effectively. Limitations of policy implementation in satisfying (1) the interests of affected parties, (2) the types of benefits received, (3) the expected rate of change, (4) the location of decision making, (5) program implementers, and (6) resource commitments, theoretically, indicate a lack of intended optimality. In addition, deficiencies were identified in (7) estimating player strength; (8) foresee the interests of actors; (2009) predicted the tactics of the actors; 10) foresee regime and institutional features; (11) estimating compliance; and (12) estimate the response. In practice, the implementation of special autonomy policies has improved the Human Development Index of Papua Province. There are three types of obstacles that hinder Papua Province's efforts in implementing the special autonomy policy and improving the Human Development Index: structural, cultural, and conditional. Structural constraints are caused by the power dynamics of the political elite as well as the work culture, leadership, and mindset of the bureaucratic apparatus, most of which are KKKN. Cultural limitations are a result of the scarcity of human, social, and traditional resources that have been deeply embedded in the daily lives of indigenous Papuans. The prolonged battle in Papua has resulted in various multifaceted setbacks, most of which are ignored by the international community. The people of Papua faced a loss that hit them very hard. The purpose of this piece is to examine how certain autonomy policies have been put into practice in Papua Province. The methodology that is used is qualitative. The study that was conducted, which was found in a variety of books and journals, was utilized to compile the data that was employed. The image that can be discovered in this article illustrates the fact that the implementation of the special autonomy has not been carried out in an effective and efficient manner. There is still a long way to go before indicators of the performance of public services and the settlement of conflicts can be considered perfect. In order for the government to arrive at the conclusion that the policy of granting special autonomy cannot necessarily be implemented in a pragmatic manner, it must take humanist approaches that promote a sense of humanity. Orang Papua menghadapi kerugian yang sangat memukul mereka. Tujuan dari bagian ini adalah untuk mengkaji bagaimana kebijakan otonomi tertentu telah dipraktekkan di Provinsi Papua. Metodologi yang digunakan adalah kualitatif. Kajian yang dilakukan, yang ditemukan dalam berbagai buku dan jurnal, digunakan untuk mengumpulkan data yang digunakan. Gambaran yang dapat ditemukan dalam artikel ini menggambarkan fakta bahwa pelaksanaan otonomi khusus belum dilaksanakan secara efektif dan efisien. Jalan masih panjang sebelum indikator kinerja pelayanan publik dan penyelesaian konflik dapat dikatakan sempurna. Agar pemerintah sampai pada kesimpulan bahwa kebijakan pemberian otonomi khusus tidak serta merta dapat dilaksanakan secara pragmatis, harus dilakukan pendekatan humanis yang mengedepankan rasa kemanusiaan.
