I. PURPOSEThis manual consists of departmental directives, which are for the internal use of the Charlotte-Mecklenburg Police Department and in no way enlarges an officer's civil or criminal liability. It should not be construed as the creation of a higher standard of safety or care in an evidentiary sense, with respect to third party claims. Violations of the departmental directives, if proven, can only form the basis of a complaint by this Department in a non-judicial administrative hearing.
