Many researchers have been interested in healthcare cybersecurity for a long time since it can improve the security of patient and health record data. As a result, a lot of research is done in the field of cybersecurity that focuses on the safe exchange of health data between patients and the medical setting. It still has issues with high computational complexity, increased time consumption, and cost complexity, all of which have an impact on the effectiveness and performance of the complete security system. Hence this work proposes a technique called Consultative Transaction Key Generation and Management (CTKGM) to enable secure data sharing in healthcare systems. It generates a unique key pair based on random values with multiplicative operations and time stamps. The patient data is then safely stored in discrete blocks of hash values using the blockchain methodology. The Quantum Trust Reconciliation Agreement Model (QTRAM), which calculates the trust score based on the feedback data, ensures reliable and secure data transfer. By allowing safe communication between patients and the healthcare system based on feedback analysis and trust value, the proposed framework makes a novel contribution to the field. Additionally, during communication, the Tuna Swarm Optimization (TSO) method is employed to validate nonce verification messages. Nonce message verification is a part of QTRAM that helps verify the users during transmission. The effectiveness of the suggested scheme has been demonstrated by comparing the obtained findings with other current state-of-the-art models after a variety of evaluation metrics have been analyzed to test the performance of this security model.

Menurut laporan dari Check Point Reasearch, terjadi peningkatan sebesar 38% dalam serangan siber global pada tahun 2022 bila dibandingkan dengan tahun 2021. Untuk menghadapi serangan siber global ini, maka perlu disiapkan manajemen risiko dalam menghadapi serangan siber tersebut. Saat ini Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) belum memiliki panduan dalam manajemen risiko. Kementerian PUPR dapat memanfaatkan beberapa kerangka kerja keamanan siber yang telah tersedia, seperti kerangka kerja NIST Cybersecurity dan kerangka kerja CIS Controls yang juga sering disebut Critical Security Controls sebagai langkah dalam manajemen risiko keamanan siber. Penelitian ini dilakukan pada salah satu aplikasi yang sedang berjalan pada Kementerian PUPR. Penelitian ini dimulai dengan pengumpulan data, penilaian kondisi saat ini, identifikasi kondisi saat ini, identifikasi kondisi yang diinginkan, analisis kesenjangan, memberikan rekomendasi dan membuat usulan rencana aksi. Hasil penelitian didapatkan bahwa identifikasi kondisi saat ini mendapatkan skor rata-rata 2.77. Kondisi yang diinginkan/dicapai aplikasi didapat skor rata-rata 3.00. Dari hasil tersebut, terdapat kesenjangan sebesar 0.23. Setelah analisis kesenjangan didapatkan 32 rekomendasi dan mengusulkan rencana aksi dengan isu-isu prioritas tinggi dan sedang. Manajemen risiko menggunakan kerangka kerja NIST Cybersecurity dan CIS Controls terbukti dapat mengukur kematangan keamanan siber pada infrastruktur aplikasi sehingga dapat mengurangi kemungkinan terjadinya serangan siber.

Background and objectives: Healthcare organizations have endured significant challenges and relied upon telehealth and related technological advances during the COVID-19 pandemic to allow for the sustainment of care. The purpose of this study was to systematically identify healthcare cybersecurity ethical concerns experienced during the pandemic to assist with the sustainability of the delivery of care going forward. Methods: This study was guided by Preferred Reporting Items for Systematic Reviews and Meta-Analysis protocols for systematic reviews and focused on cybersecurity in healthcare organizations that published articles during the COVID-19 pandemic (March 2020 through October 2022). The articles were accessed using the EBSCOhost and Pub-Med (which queries MEDLINE) platforms, through which the Academic Search Complete, MEDLINE Complete, and Complementary Index databases were accessed. Follow-on supplementary topic modeling allowed for the additional application of ethical principles to the review findings. Results: Among the 22 articles that met the inclusion criteria, three ethical concerns were identified by the rapid review: smart and medical technology concerns (73% of occurrences), at-risk population cybersecurity (55% of occurrences), and legal challenges in data protection (73% of occurrences). The research team also conducted a latent Dirichlet allocation (LDA) analysis, identifying three topics from the review corpus: robotic and biomedical/clinical care outcomes, diagnostic applications, and public health data usage. These were then mapped to primary ethical healthcare principles. Conclusions: The sustainment of healthcare technology interoperability and related telehealth initiatives involves the ongoing assessment of cybersecurity threats and adequate knowledge of related ethical stakeholder concerns to promote ongoing care delivery.
