As a central “image” for Canadian political scientists (Young et al, 1984: 783–84), province building has been used to discuss federalism as well as provincial public policies and public administrations (see Cairns, 1992; Chorney and Hansen, 1985; McMillan and Norrie, 1980; Tomblin, 1990).
