Public Health Effects of Restricting Retail Tobacco Product Displays and Ads

Abstract: Objectives To estimate the public health impact from restricting US retail point-of-sale (POS) tobacco product displays and advertising. Methods Based on existing research, this paper estimates the effects on initiation and cessation rates from restricting POS tobacco product displays and ads in the US and uses the SimSmoke simulation model to project related smoking declines and health benefits. Results New comprehensive POS restrictions are projected to reduce smoking prevalence by approximately 16% [ran… Show more

“…However, if VNP taxes are accompanied by even higher cigarette taxes, youth VNP use may be reduced and initiation into smoking discouraged, while switching and cessation among current smokers would be encouraged (96). In the case of marketing restrictions, retailer point-of-sale restrictions, which limit subsidies by cigarette manufacturers to provide shelf space and price promotions, can reduce price discounting and discourage advertisement displays (97). This could provide greater shelf space for VNP products to be sold by independent firms.…”

“…Restrictions on marketing, especially point of sale bans, is also now under the purview of the FTC. Other SimSmoke models estimate that health warnings can reduce smoking prevalence by 4% 10 and point of sale restrictions can reduce smoking prevalence by 5% by 2020, 45 thereby getting Michigan close to the HP 2020 goal of 12%. Point-of sale restrictions that include bans on price promotions can also reduce discounting that undermines tax increases.…”

“…Legislation banning or restricting POS promotion, including advertising and displays, may have significant public health benefits by effectively reducing smoking among young people, and thus future smoking prevalence. Using a simulation model, Levy et al (2015) projected that comprehensive POS restriction may reduce smoking prevalence in the US by approximately 16% by 2065 [ 37 ].…”
