The Covid-19 pandemic changes people’s behavior, determines the interpersonal distance of communication, and deepens the digitalization processes of public life. This paper aims to establish the social trust impact on the social sustainability of Ukrainian territorial communities in the Covid-19 pandemic. For an empirical study, four territorial communities of Ukraine were taken, which geographically represent the whole of Ukraine. It used the online survey method based on Google forms. A randomly selected 1530 respondents aged 18+ were interviewed in 2021, where the quota sampling by gender, age, and territorial community has been preserved. The study proves that the family remains the basis of social stability for Ukrainians. In difficult situations, the population expects help from their relatives and is ready to help themselves. However, institutional social trust is highly deficient, with only 5.8% of citizens wishing for help from local authorities in the face of the pandemic. The survey shows that the poorest part of the population is prone to atomization and demonstrates the lowest interpersonal and institutional trust level, weakening social stability due to the risks of numerous divorces, labor migration, and the problems of family members’ isolation during the Covid-19 pandemic. The pandemic has widened the gap between the poorest and wealthiest groups. Therefore, social resilience management should aim to improve institutional and interpersonal social trust. Furthermore, public authorities should unite the community using economic, social, cultural, and religious instruments since atomized individuals cannot withstand local and global challenges efficiently. Os modelos de gerenciamento descentralizado vêm sendo, cada vez mais, valorizados no setor público ou privado, por tornarem mais ágeis e flexíveis os processos corporativos que envolvam, também, a participação da sociedade. No centro destas discussões está o modelo de governança adaptativa, que entre outros fatores que o norteiam estão a democratização, aprendizagem e transparência na governança da água. O objetivo deste estudo foi identificar as dimensões da governança adaptativa dos recursos hídricos a luz dos princípios institucionais de Ostrom, presentes no Sistema Socioecológico (SSE) da Bacia hidrográfica do Atlântico Leste. Quanto a metodologia, o estudo caracteriza-se como exploratório e de natureza qualitativa, utiliza-se a estratégia documental para a coleta de dados e analisa-se com base nos preceitos da análise de conteúdo. Os resultados demonstraram que o SSE analisado na governança adaptativa dispõe de mecanismos que aderem aos princípios de Ostrom, dentre estes 83% em sua plenitude e 17% de forma parcial. O modelo de governança adaptativa foi classificado como de sucesso. Conclui-se que os mecanismos de governança adaptativa que constam nos dispositivos jurídicos/normativos têm adesão aos princípios institucionais de Ostrom, e ajudam a estreitar laços, fortalecer a cooperação “trocas sociais”, e promover espaços democráticos “arenas” que permitem a integração de diversos atores que compõe os SSE.

Water Infrastructure (WI) is one of the most important sectors of Critical Infrastructure (CI); it encompasses drinking water, wastewater, and stormwater. The WI is vulnerable to the effects of Climate Change (CC) that can disrupt its functionality; thus, it needs to be adapted to CC, especially in the Mediterranean region, where these effects are expected to intensify during the twenty-first century. For this adaptation a Climate Risk and Vulnerability Assessment (CRVA) is required in the development of WI to identify the important climate hazards and to recommend the required measures for the adaptation of the WI to these hazards. In the present work, a CRVA methodology is developed and presented based on a literature survey and the relevant European Commission guidelines; it is structured around five key steps: (1) Description of the WI, (2) Climate change assessment, (3) Vulnerability assessment, (4) Risk assessment, and (5) Assessment of adaptation measures. The application of the methodology is illustrated indicatively to a wastewater system in Greece for which preliminary estimations are performed, results are discussed, and conclusions are drawn. The proposed methodology can be modified for application to other sectors of CI; moreover, is a valuable resource in academic curricula and ongoing research initiatives.
