Abstract: As primeiras rádios comunitárias surgiram no Brasil na década de 1980 como uma vertente de diversos movimentos de transmissões radiofônicas ilegais que aconteceram a partir dos anos 1970 sob inspiração das chamadas rádios piratas europeias.
