Industrial agglomeration is an important economic phenomenon in urban areas and has significant effects on land use efficiency (LUE) due to external economies of scale. A bourgeoning body of literature has investigated the effects of industrial agglomeration. However, the relationship between industrial agglomeration and land use efficiency has rarely been discussed in China. To fill this gap, this study aims to explore the effects of industrial agglomeration on LUE and the characteristics of its spatial distribution. In this study, the spatial effects of industrial agglomeration of 12 detailed sectors on LUE are estimated through the geographical weighted regression model. Socioeconomic data of 289 prefecture-level cities in China are utilized for the analysis. Results show several important findings. First, spatial effects of industrial agglomerations on LUE are evident in three grand city clusters, i.e. the Beijing–Tianjin–Hebei Region, the Yangtze River Delta, and the Pearl River Delta. Second, spatial patterns and distributions of industrial agglomeration effects on LUE vary across regions. Third, the significance of industrial agglomeration effects on LUE between 2-digit industrial sectors is different. The merits of this study lie in three aspects: First, a theoretical framework is explored to analyze the impacts of industrial agglomeration on LUE based on the expanded Cobb–Douglas production function; Second, the impacts of industrial sectors on LUE are estimated from a spatial perspective; Third, some policy implications for a more economically efficient urban spatial development are suggested.

To further promote market competition, enrich trading varieties, alleviate information asymmetry, and improve trading efficiency during electricity market reform in China, the continuous bidirectional transaction (CBT) was designed and applied in the Yunnan electricity market (YNEM), which is dominated by medium- and long-term power energy trading. The clearing model for the CBT with the goal of maximum social welfare is proposed in two bidding stages, including call auction (CA) and continuous double auction (CDA). Correspondingly, the integrated two-stage market clearing algorithm is also introduced to ensure the data consistency and business continuity. Finally, the analysis of the practical application shows that the proposed model, algorithm, and various key implementation strategies of the trading platform support the bidding and clearing of the CBT well. In addition, the research and application of CBT may also provide valuable insights for other electricity market construction.

In between the state and the market: An empirical assessment of the early achievements of China's 2015 electricity reform

This is the first study to investigate and quantify the extent to which the 2015 reform has already impacted the economic and technical performance as well as the security of supply of China's electricity sector. We use provincial data from 2003 to 2018 to estimate the impacts of the reform on on-grid prices, average retail electricity prices (including those for households) and supply reliability. We adopt fixed effect models together with other dynamic panel data models. We find that the 2015 reform has already had a negative impact on on-grid prices of electricity generated from thermal energy and on overall average retail prices, but the impacts on other prices are not statistically significant. Our results also suggest that the 2015 reform has had significantly negative impacts on technical efficiency, as measured by the coal burned per unit of thermal generation, but no impact on the line loss rate of electricity transmission. In addition, our empirical analysis suggests that the 2015 reform has reduced reliability and increased the instances of supply interruptions. These results are robust to different estimators and models. Finally, the effect of the reform is heterogeneous across regions. Our findings suggest that additional steps are needed to further improve the overall economic efficiency of the electricity sector in China, despite significant progress arising from the 2015 reform. The results may also provide useful lessons for other developing economies aiming to reform their power sectors and who are facing similar choices between the roles of the state and the market in ensuring efficient outcomes.
