The aim of this study is to monitor drought in the Seyhan Basin by using Standardized Precipitation Index (SPI) based on a long term monthly precipitation of 11 meteorological stations and secondly, to also carry out regional frequency analysis using the index flood procedure coupled with the L-moments method based on recorded precipitation data of the most drought month for each year acquired from Standardized Precipitation Index method for each station. The SPI values of each station for 3, 6, 9 and 12-month time scales were calculated. According to the results, all stations are on the boundary of drought. Research results show that the wettest station is Ulukışla and the most drought station is Karaisalı with respect to the average SPI values. According to the drought frequency values, however, the station having the highest drought occurrence frequency is the Karaisalı station, whereas the station having the lowest drought frequency is the Tufanbeyli station. Results show that the Seyhan Basin is on the boundary of drought and mildly wet. Drought occurrence frequency is 47.7%. L-moments method was used to define homogenous regions. Homogenous regions for 3 and 6-month time scales minimum precipitation series couldn't be obtained while homogenous regions for 9-month time scale minimum precipitation series were obtained only by dividing the whole basin into two parts. The whole basin is homogenous for the 12-month time scale minimum precipitation series. The Pearson Type 3 distribution is found to be most suitable for two homogenous sub-basins regarding 9-month time scale minimum precipitation series, whereas the Generalized Normal distribution is found to be most suitable for the whole basin with respect to 12-month time scale minimum precipitation series.

Bu araştırmada, Karadeniz'e dökülen akarsulardaki 52 adet akım gözlem istasyonuna ait Yıllık Anlık Maksimum Akım (YAMA) verileri kullanılarak L-Momentler yöntemiyle bölgesel frekans analizi yapılmıştır. Hosking tarafından sağlanan bilgisayar programı kullanılarak gerçekleştirilen uygulama beş büyük havzayı kapsayan çalışma alanının tek başına bir bütün olarak homojen bir bölge olmadığını ortaya çıkarmıştır (H 1 =13,60>>1,0). Bu havzaların fizyografik ve hidrolojik özellikleri göz önüne alınarak ve H 1 kriterine göre, çalışma alanı 11 farklı homojen bölgeye ayrılmıştır. Z DIST uygunluk testi sonuçlarına göre 11 alt bölgenin beşinde Genelleştirilmiş Normal dağılım en uygun olasılık dağılımı olarak belirlenmiştir ve Genelleştirilmiş Ekstrem Değerler, Pearson Tip 3 ve Genelleştirilmiş Lojistik dağılımları sırasıyla üç, iki ve bir alt bölgede en uygun dağılım olarak bulunmuştur. Bu dağılımlarla yapılan indeks-taşkın frekans analizleri sonucunda, çalışma alanı için 2 yıl ile 1000 yıl arası tekerrür periyotlarında grid yöntem ile bölgesel Yıllık Anlık Maksimum Akım haritaları oluşturulmuştur.

Abstract. In this study, a Regional Flood Frequency Analysis (RFFA) was applied to 33 stream gauging stations in the Eastern Black Sea Basin, Turkey. Homogeneity of the region was determined by discordancy (D i ) and heterogeneity measures (H i ) based on L-moments. Generalized extreme-value, lognormal, Pearson type III, and generalized logistic distributions were tted to the ood data of the homogeneous region. Based on the appropriate distribution for the region, ood quantiles were estimated for return periods of T = 5; 10; 25; 50; 100, and 500 years. A non-linear regression model was then developed to determine the relationship between ood discharges and meteorological and hydrological characteristics of the catchment. In order to compare regression analysis with other models, Arti cial Bee Colony algorithm (ABC) and Teaching-Learning Based Optimization (TLBO) models were developed. The equations were obtained using the ABC and TLBO algorithms to estimate ood discharges for di erent return periods. The analysis showed that the TLBO and ABC results were superior to the regression analysis. Error values indicated that the TLBO method yielded better results for the estimation of ood quantiles for di erent independent variables.
