The Covid-19 pandemic resulted in a decrease in family income. Thus, it gave birth to various forms of difficulties in meeting family needs. Through research, the process of how families survived in earning a living during the Covid-19 pandemic was described. The process included the types of difficulties, impact, and solutions to the difficulties encountered. A qualitative approach was used in conducting this study in which the primary and secondary data were obtained using observation techniques, interviews, focus group discussion, and documentation. The research findings showed that there were three difficulties faced by families from a decrease in their income during the Covid-19 pandemic: difficulties in developing businesses, low family purchasing power, and increasing family needs. These three things then led to family instability with the emergence of conflicts such as domestic violence and divorce which continued to increase during the Covid-19 pandemic. Due to the difficulties, the family made creative business adjustments and got help. Families made business adjustments by looking for alternative sources of income, while external assistance was obtained from community and government institutions. This paper concludes that the creativity developed to meet family needs during a pandemic is urgently needed so that families can continue to survive in difficult conditions.

The laws and regulations in Indonesia exhibit gender bias, resulting in a rise in divorce cases within the Religious Courts. This can be attributed to the prevailing perception among women that the burden for sustaining livelihoods lies mostly with their husbands. This case pertains to the challenge of formulating legislation that effectively incorporates the notion of livelihood reconstruction while avoiding any gender biases. The objective of this study is to provide a re-evaluation of the notion of livelihood in order to facilitate the development of novel legal products that are more suited to meet contemporary demands. This is qualitative research, wherein data was collected from the Religious Courts in Lampung and subsequently examined through the use of the mubādalah theory. The present study has identified that the prevalence of divorce in Lampung may be attributed to the provisions outlined in Law no. 1 of 1974 and Compilation of Islamic Law (KHI). These legal provisions alone mandate husbands to provide financial support, hence leading to the increased occurrence of divorce. The implementation of these two legislation led to a notable rise of 34.25% in the occurrence of contested divorces within the Province of Lampung. This increase can be attributed to several grounds, including income-related issues accounting for 41.3%, disagreements and domestic violence contributing to 33.3%, and other miscellaneous variables comprising 28% of the overall increase. The promotion of family resilience entails the establishment of a symbiotic partnership between spouses, thereby reinforcing the husband-wife paradigm. This entails the implementation of rights and responsibilities, particularly in relation to income, to foster interdependence and mutual support within the marital union. The novelty of this study is in the ability of the idea of mubādalah to establish a connection between husbands and wives, enabling them to fulfil their respective rights and obligations, particularly in terms of partnership and mutual support within the context of cohabitation.

Covid-19 is a medically natural phenomenon in the form of a virus. The spread is very fast including in the Surabaya area, East Java. When Tri Rismaharini was mayor of Surabaya, he had anticipated preventing the spread of Covid-19 in Surabaya by issuing several policies. In this regard, this article examines the policy of the mayor of Surabaya to suppress the spread of Covid-19 in Surabaya from the perspective of fiqh siyasah. This research is literature research and is qualitative. Data is collected through observation through the web lawancovid-19.surabaya.go.id. The collected data is analyzed descriptively. The study results concluded that Tri Rismaharini made various policies to minimize the spread of the Covid-19 virus in Surabaya. The policy relates to the economy, education, health, worship and the public sector. Tri Rismaharini is also actively controlling the field to check the implementation of the policy. In the perspective of fiqh siyasah, the policy of Tri Rismaharini corresponds to the concept of imamah dalam fiqh siyasah dusturiyyah. The government, in making policies, must be maslahat-based and pay attention to the interests of its people Keywords: Policy, Mayor, Covid-19, fiqh siyasah. Abstrak: Covid-19 merupakan fenomena alam secara medis berupa virus. Penyebarannya sangat cepat termasuk di wilayah Surabaya, Jawa Timur. Ketika Tri Rismaharini menjabat walikota Surabaya, beliau telah mengantisipasi pencegahan penyebaran Covid-19 di Surabaya dengan cara mengeluarkan beberapa kebijakan. Berkaitan dengan hal tersebut maka artikel ini mengkaji tentang kabijakan walikota Surabaya untuk menekan penyebaran Covid-19 di Surabaya dalam perspektif fiqh siyasah. Penelitian ini adalah penelitian pustaka dan bersifat kualitatif. Pengumpulan data dilakukan melalui observasi melalui web lawancovid-19.surabaya.go.id. Data yang terkumpul dianalisis secara deskriptif. Hasil penelitian menyimpulkan bahwa Tri Rismaharini membuat berbagai kebijakan untuk meminimalisir penyebaran virus Covid-19 di Surabaya. Kebijakan tersebut berkaitan dengan ekonomi, pendidikan, kesehatan, ibadah dan sektor umum. Tri Rismaharini juga aktif mengontrol ke lapangan untuk mengecek penerapan kebijakan tersebut. Dalam perspektif fiqh siyasah, kebijakan Tri Rismaharini sesuai dengan konsep imamah dalam fiqh siyasah dusturiyyah. Pemerintah dalam membuat kebijakan harus berasaskan maslahat dan memperhatikan kepentingan rakyatnya. Kata Kunci: Kebijakan, Walikota, Covid-19, fiqh siyasah.
