Abstract:In a phenomenon known as paradiplomacy, cities are playing an increasingly important role in international relations. Through paradiplomacy, cities are co-operating internationally with other cities, and city networks have become important spaces for sharing experiences of and best practices in local public policy. Moreover, security policy is a increasingly important part of local policy-making. In Latin America, the concept of citizen security, based on a democratic and human rights approach, has developed in response to the legacy of authoritarian regimes from the 1960s to the 1980s. This article examines how security policies have been disseminated, discussed and transferred through Mercocities, the main city network in South America.

ResumoEste artigo tem como objetivo analisar a inserção internacional dos governos subnacionais, desenvolvida através da paradiplomacia e da diplomacia federativa, sob a perspectiva das Teorias de Relações Internacionais. O método utilizado foi o de revisão de literatura na modalidade de "scoping review", buscando identificar e sistematizar os estudos já existentes sobre o tema, bem como apontar alguns caminhos para pesquisas futuras ( JESSON et al., 2011). Inicialmente, busca-se contextualizar o surgimento do fenômeno, identificando a interdependência, a globalização e a integração regional como seus fatores desencadeadores. Apesar de não haver uma teoria específica destinada a explicar a paradiplomacia e a diplomacia federativa, é possível analisá-las a partir de adaptações das teorias destinadas a explicar seus fatores desencadeadores, tais como as Teorias da Globalização, a Teoria da Interdependência Complexa e o Intergovernamentalismo Neoliberal. De forma geral, a inserção internacional dos governos subnacionais ocorre de forma reativa a processos globais que afetam diretamente a dimensão local. Argumenta-se que a erosão das fronteiras soberanas e as interações cada vez mais complexas entre o global e o local nas relações internacionais permitem, não apenas necessidade de inserção internacional dos governos subnacionais, como também a construção de novos espaços onde eles possam atuar no cenário internacional.Palavras-chave: Paradiplomacia. AbstractThis paper aims to analyze the international insertion of the sub-national governments developed through paradiplomacy and federative diplomacy. The analysis is made according to International Relations Theories' perspectives. The method used was the scoping review, in order to identify and systematize existing studies on the subject , as well as set the scene for a future resarch agenda. At first, it seeks to place a context to the phenomenon start by identifying the interdependence, the globalization and the regional integration as its trigger factor. Besides of the absence of a specific theory intended to -0002-9402-1915 ISSN: 2317-773X estudos internacionais • Belo Horizonte, ISSN 2317-773X, v.4 n.1, nov. 2016 8 explain the paradiplomacy and the federative diplomacy, it is possible to analyze them by adapting the theories aimed to explain their trigger factors -as the Theories of Globalization, The Complex Interdependence Theory and the Neo Liberal Intergovernmentalism. In general, the international insertion of the subnational governments happens in reaction to the global processes that directly affect the local dimension. It argues that the percolation of sovereign boundaries and the growing interactions' complexity between the local and global. It allows, not only the necessity of the international insertion of the sub-national governments, but also the construction of new spaces where they can act in the international scenario.

Subsequent reforms of a similar nature were also adopted in 2003 (Rodrigues, 2008). But in the past three decades, Brazilian states have followed a similar path to that of their Argentine counterparts.…”
