There are some serious issues with the recruitment and motivation of the faculty in the publicly-funded higher education of the Russian Federation. They are a significant reduction in the number of teaching staff, a substantial part of the old-age staff, an increase in the total workload and extracurricular work. The most important reason of the described problems is the issue of remuneration. In this regard, the purpose of the study is to suggest some directions for the development of the material remuneration systems for the employees in the publicly funded higher education. The methodological basis of the research are such methods as analysis and synthesis, as well as abstraction and a structurally systematic approach. As a result, it was determined that: 1) unreasonably low official salaries established by professional qualification groups do not provide the reproduction function of wages in full; 2) the differentiation of official salaries for the lecturers of the same qualification level and the position held, due to the size of the financing of budgetary institutions and the remuneration policy of the university, leads to a violation of the principle of “an equal pay for an equal work”; 3) the presence of a large number of incentive payments in the salary structure leads to the “opacity” of wages. The following recommendations are formulated: the salary structure considering the specifics of the publicly funded higher education is justified, methodological approaches to the structure of the official salaries, as well as the incentive and compensation payments are developed.

The paper attempts to propose an approach to improving the system of remuneration of the teaching staff of universities based on the experience of Russian universities, at a time when the high quality of higher education, at least natural science and engineering, was recognized all over the world, and the experience of US universities. Discussion and criticism of the existing wage system indicate that the system was built without taking into account well-known approaches to organizing and stimulating there. The experience of the higher education system shows that the average level of remuneration of the teaching staff of universities should exceed the average level of remuneration in the country by at least two times. The ratio of the level of remuneration of the most highly qualified teachers — heads of departments, professors, doctors of science, and the least qualified teachers — assistants should be at least 3–3.5 times. The remuneration of novice teachers who do not have academic degrees and titles, who have work experience, should not be lower than the average level of remuneration in the economy. The permanent part of remuneration in the form of salaries should be at least 80-85% of the average wage. The variable component in the form of incentive payments is not a mandatory element of the remuneration system and can be retained in the form of bonus payments based on performance. It is expedient to differentiate salaries according to the amount of scientific and pedagogical experience and additional payments for performing the duties of heads of faculties and their deputies.

2023 was declared the Year of the Teacher and Mentor in Russia by Decree of the President of the Russian Federation No. 401 dated June 27, 2022. As the analysis of mass media, social networks, various channels on which various problems of the educational environment in our country are discussed shows, the most important of the expectations on the part of professionals in the field of education are associated with an increase in wages this year. The speeches of the heads of the highest state administration bodies in the field of education on the remuneration of teachers and teachers are actively discussed and commented on. Attention is also drawn to the absence of statements at the level of representative authorities about the increase in wages of the above — mentioned category of workers, but only about changing approaches to their accrual. The current approach to remuneration in general, and in the field of education, in particular, does not contribute to the fair distribution of additional financial resources due to bonus payments. An effective contract, which has been discussed a lot in the social and labor sphere in previous years, does not work here fully, which is noted, including among scientists dealing with these problems in the framework of research on the economic aspects of personnel management systems in educational budget organizations. In this regard, this article presents the main directions of the state policy of ensuring decent wages in the field of education, taking into account the analysis of the accounting documents of the Ministry of Education of Russia in 2023.
