The philosophy of functional transfer of land from wetlands, paddy fields, watersheds, protected forests, coastal and lake reclamation into residential areas in a national perspective, is one of the causes of climate change today. Initially, these places provide a cool, fresh, and clean air for humans being and the environment, but with the transition of the functions of these lands, an unexpected impact arises from the emergence of pollution, climate change that led to the occurrence of global warming. Philosophically, the transition of land functions is prohibited because it affects the human life. Sociologically, human actions that are deliberately destructive to the environment by transforming agrarian lands into residential areas, factories, hotels, and large malls so that previously productive land, turning into polluted lands, must be illegal due to land misuse as opposed to the public interest. Thus, juridical, a regulation that will be highlighted from the criminal law aspects both in the case of criminal acts, criminal liability, and the formulation of the punishment system against any person or legal body proven to commit criminal acts in the case of abuse of land functions, resulting in the change Climate that threatens the safety of mankind. This paper uses a normative juridical approach method with some analysis in the form of legal theories related to the writing of this journal.

Although the conditions of the energy scenario have changed in recent years with the introduction of renewable sources, even the international environmental problem continues to be unknown as the more industrialized countries, continue to emit a large number of elements into the atmosphere that together with the processes natural hazards linked to volcanic eruptions, fires between some aspects that today are accelerating the melting of ice from the polar ice caps, other problems associated with the economy are looming; Therefore, it is necessary to evolve from an industry that only produces and stimulates the use of electricity generated based on fossil fuel consumption, towards a diverse, renewable and sustainable energy industry, supported by the use of renewable resources available territorially, which stimulates specific energy consumption and adjusted to the needs and demands of material and environmental quality, under appropriate criteria and parameters of austerity in consumption. The need for the country to undertake the transition to a new national energy base is exposed, which implies the extensive penetration of all forms of use of renewable sources, as the only way to achieve sustainability under the conditions of current technological development, as well as embark on the shortest path towards energy independence and technological sustainability, and it is necessary to reorient the national energy policy, focused on the postulates and principles of sustainable energy development, for which it is necessary to enact a legal rule that explicitly, address protection over the penetration of technologies that take advantage of renewable sources in the energy system.

Ecuador is committed to venturing into the local development model based on the adequate use of endogenous resources and human potential in the community scenario; but the lack of reliable information associated with the inventory and availability of these resources in the localities does not favor the integrated participation of local actors in the planning and management of social development. The work shows what is related to the design and proposal of a geoportal for sustainable development in the province of Manabí, Ecuador, based on a geographic information system that provides georeferenced data on inventories of indigenous resources and information related to technological variables that can be applied for its use. The multilayer technical design of the geoweb is exposed, which includes a map server capable of performing the georeferenced data service depending on the user's interest. The concept of development and its evolution up to the present moment is analyzed, exposing the development strategy received by the government in recent years and where an important space is foreseen for the realization of sustainable local development policies. The relevance of geographic information systems and geoweb is analyzed and some examples related to the proposed geoportal are exposed.
