This study is aimed at evaluating the functionality of urban transport terminals in Elbasan City, identifying potential shortcomings in their modernization process, and providing actionable recommendations to enhance the quality of urban transit services. The study also investigates the challenges and impacts associated with transitioning from private vehicles to urban public transport systems within the city. Various research methods, including analytical, classification, functional, and statistical approaches, were employed. The research scrutinizes the unique aspects of the city's urban functioning and pinpoints the errors made during terminal modernization, further exploring their underlying causes. It also examined strategies to improve transport mobility. Analyzing the system's operation is crucial to understanding its effectiveness, growth, and the complexities associated with the shift from private cars to urban public transport in Elbasan. This research also evaluates urban transport terminal-related concerns, their importance in the context of urban transport, and their implications. Based on the findings, recommendations were proposed to address these concerns. The study's findings underscore the importance of enhancing urban public transport. It highlights that boosting the transportation potential is not only crucial for meeting the community's transportation needs but also plays a pivotal role in advancing logistics.

Introduction. The significant dynamic nature of modern geopolitical and military threats sets new requirements for evaluating the criteria effectiveness of solving maritime industry management problems, requires new methodological approaches and mathematical models for evaluating criteria, and determines a new architecture of information systems in the structure of which these approaches and models are implemented. This makes the issue of the analysis of the application of criteria and the development, research, and implementation of such models and systems extremely relevant. Aim and tasks. The purpose of the study is to create a methodological approach to evaluating the criteria that characterize the effectiveness of the management of the maritime industry, with the dynamic change of criteria due to the influence of threats and challenges. Results. A methodological approach has been developed to evaluate the criteria that characterize the effectiveness of the management of the maritime industry based on the model for assessing the convergence of the absolute values of the first derivatives of the criteria over time, which, at short time intervals, can be considered as criteria change trends. It has been established that instead of reducing transportation costs, management switches to the principle of ensuring optimal costs, which leads to an increase in the cost of freight and shock reactions in the sea transportation market. It was established that it is advisable to use the LSCI criterion as an indicator of the negative effect of “local optimization”. After determining the development trends of the criteria, their evaluation as well as the assessment of their convergence were carried out, which became the basis for proposing directions for improving the efficiency of maritime industry management. Conclusions. The developed methodological approach and the mathematical model of its implementation make it possible to conduct both quantitative and qualitative analyses of the effectiveness of management of the maritime industry. To increase the efficiency of management, it is proposed: to integrate port community systems; to increase the stability of the port infrastructure so that it can function in crisis conditions; to achieve coordination of management actions at all levels; to avoid “local optimization” and introduce integral optimization; to respond not only to direct threats but also to detect the cascading effects of threats.

The need to develop scientific regulations is determined by the basic conditions and new trends in the global market for linear technologies, the problems of functioning of maritime transport enterprises on the market of transportation services.The experience of the development of the global maritime market confirms the influence of the number of operators on the economic balance of the subsystem. As the number of shipping and carrier companies increases, the degree of satisfaction of the need for goods transportation according to urgency criteria increases. At the same time, with an increase in the number of shipping companies, competition in the main segments of the freight market intensifies, which ultimately leads to a slowdown in the growth of tariff and charter rates at development stages. Therefore, a relatively low rate of return on capital, especially for vessels with a high level of innovative technologies, remains. The key players in the container market are the state business and diversified business.The conditions of operation of shipping companies within the maritime trade market system are analyzed. An assessment of the development prospects of linear shipping companies in the light of new trends. The process of consolidation of the container technology market is considered and evaluated, and the factors that are not conducive to cartel agreements are highlighted. Criteria features of the positioning of marine transport enterprises are identified.The specifics of competitive positioning of container terminals in the Black Sea-Azov region are noted. The analysis of the working conditions of national stevedoring container operators is conducted and the problems of their competitive positioning on the regional market of linear transportation are revealed. For example, a graphical model showing monthly dynamics of container turnover of Ukrainian ports in 2017 is represented.The parametric features of the functioning of container lines passing through the ports of Ukraine are substantiated. The conditions for achieving the adequacy of the technical and economic level of the national sea trading ports with respect to the requirements of the external system are noted. Thus, an information and logistic model is suggested. It reflects the interconnection between the system parameters affecting the sustainable development of the maritime business in the sector of container technologies. As a result, the conditions for making rational decisions regarding investments of maritime transport enterprises have been substantiated.
